The Arrecife City Council is moving forward to make the capital of Lanzarote the first non-capital island municipality in both archipelagos to offer a public bicycle service. The extraordinary plenary session held last Monday, the 14th, gave the green light to the "ordinance for cyclist mobility and the public bicycle system of the municipality of Arrecife," promoted by the Department of Mobility and Transport, headed by councilor Mario González Altube.
Following this initial approval, the City Council publishes in the BOP (Official Gazette of the Province) this Wednesday, September 16, the official announcement of public exhibition, with the initial approval, of these ordinances. They are regulated in 28 articles over 52 pages.
The Councilor for Mobility and Transport, Mario González Altube, highlights, as stated in the articles of these ordinances, that "urban mobility constitutes an essential element for the quality of life of citizens, environmental protection, road safety, and the proper use of public space."
"Bicycles are configured as an active, efficient, and sustainable means of transport, whose integration into daily mobility requires the establishment of clear rules that guarantee coexistence between pedestrians, cyclists, motorized vehicles, and other users of roads and public spaces. The increase in bicycle use and the implementation in the municipality of Arrecife of a municipal public electric bicycle rental system make it necessary to have this specific regulatory framework that governs the circulation and parking of bicycles, determines the conditions for access and use of the public service, establishes the rights and obligations of users, and defines the mechanisms for control, conservation, responsibility, and action in case of non-compliance," stressed González Altube.
A system that is already deployed with EU aid for cities applying sustainable measures
The Municipal Government of Arrecife, led by Mayor Yonathan de León, has already acquired the electric bicycles for this new public service in the city, and deployed the electric charging stations at nine strategic points in the city.
For this mobility program, and with foresight, the Arrecife City Council, through the Department of Mobility and Transport, availed itself of EU funds intended for mobility and cities that are implementing healthy measures, for the financing of this system. This was done in advance of the indications of the deadlines determined in this official call, which the capital city council has already validated and justified.
The electric charging stations are deployed at:
. C/Mosta.
· C/Pedro García Cabrera.
· C/Félix el Zapatero (in front of CIFP Zonzamas).
· Rambla Medular (in front of the insular library).
· C/León y Castillo (park in front of the municipal pool).
· Avda. de Naos.
· Avda. La Marina.
· Avda. Mancomunidad (in front of the Arrecife Gran Hotel).
· Calle Carlos V.
In the strategic configuration, these parking spaces (bike racks) are located in different neighborhoods, student areas, or cultural sites (Vía Medular, Insular Theater, Sports City, and Insular Library), and key points of the city that will be complemented by the new routes, lines, and frequencies that the Department of Mobility and Transport has planned for the Municipal Urban Bus Service. Several of the buses are recent acquisitions to which two more large units will be added this coming autumn.
The mayor Yonathan de León and the councilor for Mobility and Transport, Mario González Altube, "are promoting active, sustainable, and safe mobility during this term, the reduction of emissions in public vehicles (buses and electric bicycles acquired), contributing to the improvement of air quality and promoting healthy lifestyle habits among citizens".
