The Haría City Council has reported a case of animal abuse in the municipality. Specifically, the events occurred this Wednesday, when the cleaning services of the town of Arrieta noticed the presence, inside a garbage container, of a cat agonizing and tightly tied to a sack, to a garbage bag and with a baby device that prevented the animal from moving and going outside.

Agents of the Local Police appeared at the scene, as well as the veterinarian and the councilor responsible for the Animal Welfare area, Marcos Lemes, to free the animal and transfer it, immediately, to the veterinary center arranged with the City Council to treat the cat's serious injuries.

The Councilor for Animal Welfare, Marcos Lemes, reports that "these events have been immediately brought to the attention of Seprona so that, once they collect all the necessary evidence, they initiate the pertinent investigations to find the author or authors of this despicable act without any justification."

Lemes points out that "the penalties for animal abuse can reach up to 18 months in prison if the abuse involves aggravating factors such as using weapons, carrying out the act with cruelty, or that the abuse has been carried out by the owner, as reflected in the recent reform of the Penal Code." Furthermore, if the abused animal dies, the penalty can be between one and three years in prison.

The City Council warns that the most common problems related to animal welfare are inadequate accommodation, lack of food, water, hygiene or veterinary assistance. The absence of documentary and sanitary records is also common.

The Councilor for Animal Welfare deeply regrets this fact and recalls that animals must be cared for and respected at all times. Lemes asks the population to act responsibly and, if they know or detect cases of animal abuse, to file the corresponding complaint with the competent authorities.
