A court in Lanzarote archived the case against Cejas in March for the Zonzamas fire

The reasons that supported the judicial investigation after the complaint by Seprona and the Public Prosecutor's Office were "weakening", so the Court decided to close the case in March

The second court of the Instruction Division of the Arrecife Court of Instance dismissed in March the investigation opened against the Minister of Waste of the Cabildo de Lanzarote, Domingo Cejas (CC), for the fire that the Zonzamas landfill suffered in 2024.

The existence of this criminal investigation, already dismissed and archived, came to light this Tuesday after it became known that the Cabildo de Lanzarote had authorized the payment to Francisco Torres Stinga, as legal counsel for Domingo Cejas in the case.

As La Voz has learned and the Court's Communication Office has confirmed, the case was archived last March.

The reason for the archiving was that the grounds that had justified the opening of criminal proceedings were weakened "to such an extent that they cannot serve as a basis for opening a trial of accusation against the investigated party".

Sources from the Cabildo de Lanzarote have explained that what was signed last Friday was the approval of the payment to the lawyer by the administration. These same sources have assured that the institution assumes such expenses when the case ends and is archived due to "lack of responsibility" of the public official or civil servant.

 

A complaint from Seprona

The investigation began after Deprona Timanfaya, the Nature Protection Service (Seprona) of the Civil Guard in Lanzarote, filed a complaint for the possible commission of a crime against natural resources and the environment, as provided for in article 325 of the Penal Code. Furthermore, it was supported by the Public Prosecutor's Office.

According to the documentation accessed by La Voz, there were two environmental reports that had already warned of "operational and internal control deficiencies" in the management of resources, storage, classification, and surveillance, one in 2022 and another in the same year as the fire, in 2024.
