Commanders say the general of the 'Barracks case' ordered the hiring of the businessman from Lanzarote 'Mon'

The investigation seeks to determine if Vázquez Jarava favored Tejera de León with 120 minor contracts totaling 3.3 million euros

High-ranking officials from the Civil Guard Commands assured this Thursday in the trial of the 'Cuarteles case' that they received "an order" from Lieutenant General Pedro Vázquez Jarava, prosecuted in this case, to award works in barracks to companies owned by Ángel Ramón Tejera de León, 'Mon'.

Something that some of these commanders have described as "unusual" during their appearance as witnesses in this trial that is being held in the Provincial Court of Madrid.

They also explained that the directives, led between 2014 and 2018 by Lieutenant General Vázquez Jarava, usually arrived presented as proof of a "novel product" of projected cork that had to be contracted directly with that businessman from Lanzarote.

This case is investigating whether Vázquez Jarava favored businessman Tejera de León with the irregular award of 120 minor contracts between 2008 and 2019 in 13 commands spread across Spanish territory for a total value of 3.3 million euros, allegedly in exchange for gifts such as trips, cash deliveries, or tickets for the Champions League final.

According to the witnesses, the calls came from the deputy director's office to directly recommend one of the accused's companies, which in the commands of A Coruña and Albacete was considered "an order" from a superior.

Likewise, the former colonel chief of A Coruña has described this call as "unusual" and emphasized that his command refused to sign the certificate of conformity when these works were completed because they did not comply with the contracted services, given that, as he stated, "it was ordinary paint" instead of projected cork.

In the same vein, his counterpart at the time in the Albacete command confirmed that the call was taken "as an order that it had to be done to test this new product" as the Support Sub-Directorate wanted.

Regarding the areas of Murcia and Valladolid, their former commanders stated that the Support Sub-Directorate informed them that a company would come with whom they would have to meet to carry out the works, although they did not confirm that they considered it an order.

Furthermore, on Thursday's session, agents from the Internal Affairs Service (SAI) who carried out the investigations and their corresponding asset report testified.

 

'Mon's' business network lacked technical capacity and human resources
 

 

The SAI instructor has defended said investigations which conclude that 'Mon's' business network lacked the technical capacity and human resources to carry out the projects.

Among the inquiries of the report presented by Internal Affairs, fiscal addresses were found at relatives' homes or at the home of a waitress from the restaurant where, they have pointed out, Vázquez Jarava and Tejera de León used to go regularly.

Practices that they have detailed as habitual and in response to which two of the agents who carried out the police investigations have stated that from three different establishments they were assured that "they usually ate together".

The SAI investigator has recalled the inquiries into the alleged gifts paid by the businessman to the lieutenant general in exchange for these rigged awards - through minor contracts or cash advances -, among which are plane tickets for the Champions League finals in Milan and Cardiff, a family trip to Lanzarote or the swimming pool cover for the lieutenant general, among other gifts.

These investigations stem from a draft they carried out in 2017 and which was shelved in December of that same year under the order of the Directorate General of the Civil Guard during the command of José Manuel Holgado - who will testify this Friday -, based, he has assured, on a report "issued by Vázquez Jarava that has not appeared".

The SAI instructor has assured that Tejera de León's accounts "did not function as company accounts, but as private ones" to cover luxury restaurants, trips, and expenses of the military command.
