What is the Canary Islands Government doing to ensure that young people can access housing?

The Minister of Public Works, Housing and Mobility of the Government of the Canary Islands, Pablo Rodríguez, has detailed in parliament the package of measures that they are implementing to make it easier for young people in the archipelago to access decent and affordable housing through financial aid, public guarantees for purchase, and an increase in the quota of young people in access to protected housing.

According to Rodríguez, the Government of the Canary Islands "has launched a structural strategy that has modernized the regulatory framework, strengthened the supply of protected housing, and enabled programs that offer direct support for purchase and rental, especially designed for those who are starting their life project."

In this regard, the councilor recalled that the declaration of a housing emergency through Decree Law 1/2024 has made it possible to speed up procedures, mobilize land, and ensure the protection of the public housing stock. In addition, Decree Law 3/2025 has been approved to expedite urban planning permits and reduce administrative delays, "which has marked a decisive change in the system's response capacity."

Among the actions aimed at access to property, the Government has announced this 2025 the aid program for housing acquisition for young people, with 3 million euros. In parallel, work is being done on the new Young Mortgage Program, eliminating the need for initial savings which, until now, represented an insurmountable barrier for many young people.

Regarding rent, the Canary Islands has launched a new edition of the Youth Rental Voucher, with aid of up to 250 euros per month for two years. "This adaptation has been possible thanks to the defense of the Canary Islands' uniqueness before the Ministry of Housing," Rodríguez highlighted.

Likewise, within the General Rental Aid, the Executive has allocated an endowment of 3 million euros to a specific modality for young people who reside in small municipalities, with the aim of promoting roots and repopulation, for which nearly 900 applications have been received.

Likewise, he announced that the new decree on protected housing allocations has reserved specific quotas for people under 35 in all developments and has replaced the lottery with a system of objective assessment that guarantees greater equity.

During his speech, Rodríguez detailed the results achieved and insisted that "at this time, the Government of the Canary Islands has more than 2,000 homes in different administrative phases, while we move forward with new developments to continue increasing the supply."

Finally, the head of the area assured that the Executive maintains its utmost commitment to the future of youth and insisted that "we are acting so that the young people of the Canary Islands can become independent, take root, and build their life project here with dignity, security, and opportunities."
