The plenary session of the Parliament of the Canary Islands has unanimously supported an initiative from the PSOE recognizing the right of some 10,700 families (hundreds in Lanzarote) to acquire ownership of the protected housing they have been renting with an option to buy for thirty years, owned by Icavi and Visocan.
The initiative was defended by the PSOE deputy Sebastián Franquis, who partially accepted an amendment from Coalición Canaria.
The approved text asks the Government of the Canary Islands to identify and make public within a maximum period of three months the set of homes that can be included in this procedure for access to ownership.
The initiative also requires the Executive to allocate a specific budgetary item to finance Visocan the amount of the bonuses provided for in the regulations, thus ensuring the economic viability of the operation.
Sebastián Franquis has argued that this measure grants legal certainty to some 10,700 families who have been living in these homes for 30 years and who signed contracts with an option to buy.
He criticized that the current regional Executive has placed bureaucratic obstacles during its term that have generated anguish and uncertainty among the thousands of people affected by this administrative paralysis.
Therefore, the socialist representative has called on public administrations to expedite procedures and offer transparency to comply with a right formally recognized within the framework of the Housing Pact.
The representative of CC Socorro Beato has supported the families' right to acquire the homes, but has warned that the 2023 decree contains a legal loophole because it treats ICAVI, which is a public entity, and Visocan, which operates as a commercial company subject to different tax rules for its asset transfers, equally.
Therefore, Beato has pointed out that this would oblige Visocan tenants to assume the payment of taxes such as IGIC, property transfer tax, or capital gains tax, thus defending the need to seek alternatives to modify the procedure and avoid additional costs for families.
