The PSOE and Sumar have agreed this Tuesday after days of intense negotiations on the approval of two royal decrees in the Council of Ministers regarding housing. Under the name of Decree Maricarmen, the Spanish Executive will try to seek the revalidation of these measures this Friday in the Congress of Deputies.
"We have had to witness a collective failure for the world to move, for the country to move and for political positions to move," said the Minister of Housing and Urban Agenda, Isabel Rodríguez (PSOE), during the press conference after the Council of Ministers. "The indignity of an elderly person having to be evicted from their home has challenged us all," she warned.
One of the decrees approved by the Council of Ministers concentrates measures such as the paralysis of evictions and stopping housing speculation, stopping the purchase of housing by vulture funds; combating fraud in the rental housing market crisis detected in seasonal housing and rooms, a tax on tourist flats, as well as tax bonuses for owners and tax incentives for those who do not speculate with housing.
Among the measures proposed in the first royal decree, the minister announced a novel mechanism, christened Tu Casa, to offer financing and loans from the Government of Spain to access a first home at zero interest. "It will be the Spanish Executive that advances the housing loan," Rodríguez recounted.
These measures were announced by Isabel Rodríguez, who stated that it is "a complex legislature" due to the need to reach an agreement with various political groups.
