The Ministry of Public Works, Housing and Mobility of the Government of the Canary Islands, through the Canarian Housing Institute (ICAVI), headed by Pino de León, has initiated the process of public prior consultation for the development of the Canary Islands Housing Plan 2026-2030, the instrument that will guide the planning of public policies in housing matters for the next five years.
This process will allow for the collection of contributions from citizens, public administrations, social agents, sector entities, and groups linked to the housing sector, with the aim of building a consensual document that addresses the main housing challenges of the Archipelago.
The development of the new plan is based on an analysis of the current housing situation in the Canary Islands, which is marked by the insularity and fragmentation of the territory, the scarcity of available land as a consequence of 50% of the territory being under the protection of natural spaces, population growth and the acquisition of housing by foreigners and digital nomads, legal uncertainty for owners, the imbalance between supply and residential demand, and the proliferation of tourist housing.
The preliminary diagnosis highlights the social impact as a consequence of the increase in rental prices, as well as the difficulties of access to decent and affordable housing for the Canarian population, especially young people, families with medium and low incomes, and people in situations of vulnerability.
Three strategic axes
The Canary Islands Housing Plan 2026-2030 will be structured around three main axes of action.
The first will focus on the increase in housing supply, through the promotion of new protected housing, the acquisition and mobilization of the existing stock, and the development of land for protected residential uses.
The second axis will promote the rehabilitation and regeneration of the residential stock, encouraging urban and rural renovation actions, and the rehabilitation of empty homes.
Finally, the third axis will be aimed at facilitating access to housing for priority groups, promoting emancipation, social inclusion, and territorial cohesion through rental subsidies, support measures for youth emancipation, for vulnerable groups, as well as through initiatives aimed at facilitating access to first-time homeownership.
Institutional collaboration
The future plan also contemplates collaboration between all Canary Islands public administrations to guarantee effective and coordinated implementation of the planned measures. The framework of action will include cooperation mechanisms between the Government of the Canary Islands, the General Administration of the State, the island councils, and the city councils, as well as the participation of entities such as FECAM in the execution of the program.
The contributions collected during this process will serve to enrich the content of the future Canary Islands Housing Plan 2026-2030 and adapt its measures to the real needs of each island and municipality of the Archipelago.
