Residents of Guatiza have expressed their opposition to the Teguise City Council's Regulatory Ordinance that prohibits the circulation of buggy-type vehicles on the dirt roads of the municipality. These include buggies, quads, buggies, Rykers, trial bikes, enduro, cross, off-road vehicles, and similar.
Specifically, they have submitted an objection to the City Council because they consider that "the proposed ordinance establishes an **almost total prohibition** of the circulation of off-road vehicles (all-terrain) on the municipality's roads. Currently, the draft ordinance only allows circulation for licensed active tourism vehicles (organized tours), access to homes, and agricultural use, **excluding private owners of these vehicles**."The neighbors consider that "this unfairly restricts the right of movement of citizens who have legal, registered, and insured vehicles, violating the principle of proportionality".
Therefore, the main proposal they put forward is to distinguish between users, ensuring that the law does not treat everyone the same, but rather differentiates them into two groups:
• Individuals (Residents and enthusiasts): request the right to travel for recreational purposes on unprotected rural roads, provided they comply with strict regulations such as traveling in small groups (maximum 3-5 vehicles), respecting speed limits (30 km/h), and having insurance.
• Commercial Activities (Tours and Rentals): support that these for-profit activities follow a strict licensing regime, with limited hours, certified professional guides, and specific civil liability insurance.
To this end, they argue that municipal roads are public goods and their enjoyment must be **equitably guaranteed**, according to legislation. Furthermore, they defend that "not all roads have the same fragility and point out that a regulation that **differentiates by types of roads and traffic volume** is fairer than a total prohibition."Finally, they are committed to demanding licenses and professionalization from companies to guarantee safety, while individuals should be held individually responsible under general traffic regulationsIn summary, they request that the Teguise City Council **amend articles 5 and 6 of the Ordinance** to seek a balance between environmental protection and road safety without prohibiting residents of the municipality from circulating freely and responsibly with their vehicles
