The workers of the Yaiza Town Hall denounced this Friday a "campaign to open disciplinary files" initiated by the Government group headed by the mayoress, Gladys Acuña. This is stated through a statement published on its website by the Federation of Services to the Citizenry of Comisiones Obreras, which points out that, for the workers, it is a "harassment campaign", a "policy aimed at intimidating and frightening the labor personnel". The union has urged the Government group to "negotiate" with officials and labor personnel. The opposition en bloc of Yaiza asks it to "cease" in those attitudes that it describes as "dictatorial".
According to the union, the "disastrous labor relations policy of the government group is characterized by the continuous unilateral modification of working conditions (changes in schedules, shifts, work centers, etc.) without prior negotiation and under the threat that either the new imposed conditions are accepted or the privatization of public services proceeds", such as, they add, the cleaning of public buildings or the control personnel of the Natural Site of Los Ajaches. "They have also hinted that the street cleaning, parks and gardens service could be outsourced, at least in the tourist area of Playa Blanca", they add.
"Monitored" workers versus "benefited" workers
The union assures that "as of today, most of the actions carried out in personnel matters lack the mandatory administrative procedure, with a significant number of workers being monitored and even followed by councilors and managers, simply because they are not to the liking of the councilor on duty".
"There is also the case that this government group, which escapes and flees from collective bargaining, relocates a significant number of workers to jobs that have nothing to do with the signed employment contract, without any procedure and simply because they have a greater sympathy towards those benefited by such relocation", they continue.
Files that "do not conform to the regulations" and initiated after "demands" from workers
Regarding the opening of files, the workers denounce that the resolution deadlines "do not conform to the regulations". Furthermore, they assure that many of them have been initiated because the worker had filed a lawsuit against the Town Hall.
"From CCOO it is defended that the improvement of public administrations involves the improvement of the services provided to the citizen, that working conditions can be modified within the framework of a negotiation, but in no way can a caciquil action of coercion, threats and alpargata blows be accepted".
"The union urges the government group to sit down to negotiate everything that affects labor and official personnel, as well as the public services that are provided, for greater coordination and improvement of the provision thereof, as the mayoress signed in July 2012 at the negotiation table of the II collective agreement for compliance with the Budget Stability Law", the union concludes.
The opposition asks the Government group to "cease its dictatorial attitude"
For their part, the opposition groups in the Yaiza Town Hall have echoed the situation and also criticized the Consistory. "From Coalición Canaria, San Borondón, PSOE and Ganemos Lanzarote, we demand that the mayoress, Mrs. Gladys Acuña of Unidos por Yaiza (UPY) and Mr. Daniel Medina, of the Partido de Independientes de Lanzarote (PIL), those most responsible for both formations in the Government group of the Yaiza Town Hall, cease this type of attitude, intransigent and sectarian of dictatorial eras with the labor personnel", they state in a statement.
Thus, these four formations ask the Government group to initiate "a path of dialogue with the workers and their union representatives, to resolve this problem created by them" and that this "does not affect the services that the residents of Yaiza should receive from the administration".
