The Popular Party of Yaiza has shown its rejection of the Municipal Budgets for 2026 approved last Friday by the governing group Unidos por Yaiza, accounts that amount to 33,733,236.10 euros and which, despite representing an increase of 2.6 million euros compared to the previous year, arrive months late again and will come into effect when practically half of the year has passed.
For the municipal spokesperson of the PP, Juan Monzón, the late approval of the accounts once again evidences the lack of planning of Óscar Noda's government.
“A budget is the main management tool of any administration. That Yaiza approves it again when the fiscal year is already well advanced demonstrates a way of governing based on improvisation and not on planning,” he pointed out.
The popular party also considers that the 8.3% increase compared to the 2025 budget does not respond to an improvement in municipal management nor does it translate into better services for the citizens. “They try to sell a record budget when the reality is that a significant part of that increase comes in a context where residents have seen the garbage fee doubled. Having more economic resources is positive, but what is truly important is how they are managed, and we continue to see no improvements in the quality of public services or in the management capacity of the City Council,” stated Monzón.
From the PP, they recall that Yaiza is one of the municipalities with the greatest economic capacity, but they consider that this financial strength is not translating into a more efficient administration or a better response to the needs of the residents.
“What is worrying is not the lack of resources, but the lack of management. We have more money than ever, but we continue to not solve the same old problems,” added the popular spokesperson.
The popular party also highlights that a large part of the budget is concentrated in current expenses. Of the 33.7 million euros planned, almost 14 million correspond to personnel expenses and more than 17.5 million to current goods and services.
However, fundamental issues for the functioning of the City Council continue to go unaddressed. Among them, the Popular Party once again points to the lack of progress in the Staffing Structure (RPT), an essential tool for modernizing municipal organization, improving human resource management, and ensuring more efficient administration.
Added to this is the failure to tender essential contracts that have been delayed for years. The most significant case is that of the waste collection service, the renewal of which remains pending after eight years of waiting. Other contracts related to services such as lighting and sound, advertising and propaganda, among others, also remain unresolved.
“It is difficult to understand that a City Council with the economic capacity of Yaiza continues to drag on management problems for years that directly affect the quality of the services received by residents,” lamented Monzón.
"The government rejects the PP's proposals for youth, the elderly, and sports"
During the budget processing, the Popular Party presented several amendments aimed at addressing specific needs of the municipality, financed by reducing allocations for advertising and propaganda and for festivities. However, all were rejected by the absolute majority of Unidos por Yaiza.
Among the proposals put forward were the creation of a housing aid line for young people with 30,000 euros to help the municipality's youth cope with the high cost of rent; an allocation of 12,000 euros for the rental of a premises for the Volcán de Timanfaya Senior Association; 7,000 euros for the purchase of a trailer to facilitate the transport of nautical equipment for the Municipal Sailing School; 27,000 euros to revive two benchmark sporting events such as the Hand Bike and the Bestial Race; and an allocation of 6,000 euros to ensure the participation of the municipality's seniors in the Insular Neurolimpiadas.
“Faced with the increase in certain expenditure items, we proposed concrete measures to help young people, support our elders, and strengthen the municipality's sports activities. Once again, the UPY government chose to steamroll and reject any initiative from the opposition,” stated Monzón.
Nominated subsidies: the exception becomes the norm
The Popular Party also criticized the maintenance of numerous nominative subsidies within the budget. In this regard, they defended through a motion the progressive implementation of subsidy lines under a competitive bidding system to guarantee greater transparency, equal opportunities, and objectivity in the distribution of public funds.
Furthermore, they highlight that the Intervention's own report warns about the existence of numerous nominative subsidies that, in technical opinion, should be processed through competitive bidding calls, expressly citing some related to sporting events.
“We have been advocating for some time that public aid should be granted with transparent criteria open to all potential beneficiaries. It is striking that even technical reports point in the same direction and that, even so, the governing group continues to reject any proposal aimed at improving management and transparency,” concluded Juan Monzón.
