Health announces that more than 9,800 people have been stabilized through a competitive examination based on merits in the Canary Islands

The 47 selection processes corresponding to different specialties have already concluded

The director of the Canary Islands Health Service (SCS), Adasat Goya, presided this Friday in Santa Cruz de Tenerife over an extraordinary meeting of the Sectoral Health Board in which trade union representatives with representation in this body were informed of the progress in the stabilization process of SCS workers, as well as other topics for debate in this area, such as the implementation of the e-curriculum and Nursing specialties.

Adasat Goya informed trade union representatives from CCOO, UGT, the Union of Public Employees of the Canary Islands (SEPCA), the State Convergence of Doctors and Nurses (CEMSATSE), and Intersindical Canaria regarding the merit-based competition, stating that as of July 1, 2026, the exceptional stabilization process is practically finalized, with almost all the announced positions having been awarded and the corresponding appointments made.

In particular, the 47 selection processes corresponding to the different specialties of Specialist Area Doctor/Assistant Doctors and the categories of Family Doctor and Primary Care Team Pediatrician, Dentist, Hospital Emergency Doctor, Admission and Clinical Documentation Doctor, and Public Health Technician have already concluded, which has resulted in the appointment of 1,300 positions for professionals in Group A/A1 Health as statutory or permanent staff of the Canary Islands Health Service.

In relation to the Health (non-medical) and Management and Services categories, more than 3,100 positions have been awarded in the first adjudication. In this month of July, the adjudication and appointment of the selection processes for the categories with the highest number of positions called will take place: Nurse, Nursing Assistant, and Administrative Assistant Group of the Administrative Function, which will mean the completion of this procedure in the first adjudication, affecting 5,390 positions. Following the first adjudication within the framework of the merit-based competition, the Directorate General of Human Resources of the SCS is developing the second adjudications of this procedure, the objective of which is to fill vacancies during the appointment process. These actions are particularly aimed at ensuring the effective coverage of positions located on the non-capital islands, allowing positions that could not initially be filled in the first adjudication to be finally covered by permanent staff, thus reinforcing the stability of the workforces and healthcare provision throughout the Canary Islands.

 

Stabilization Competition-Examination

The stabilization process through a competition-examination continues to advance according to the established plan. As of today, the examination for 82 processes with an examination phase has been held, which continue to advance through the different phases of the selection procedure —publication of grades, evaluation of merits, resolution of claims, and request for positions—, which will allow the first appointments of permanent statutory staff derived from this selection system to begin in the coming months.

According to data from Health, the procedure will allow for the stabilization of the permanent and labor staff of the SCS, which comprises more than 12,400 positions, of which 9,867 people will be able to access directly through a merit-based competition.

In this context, Adasat Goya reiterated his gratitude for the effort made by the staff of the Directorate General of Human Resources and the members of the tribunals, essential professionals for carrying out this macro-public employment offer which, as he indicated, "has no precedent in the thirty years of history of the SCS".

 

Ecurriculum

The director of the SCS also reported that during the month of July, the first phase of the Electronic Curriculum of the Canary Islands Health Service is scheduled to be launched, as part of the digital transformation strategy for human resources management. Currently, testing is underway with a generic merit tree for all healthcare professionals and professionals in the management and services areas. 

This first implementation will be progressive, allowing professionals to incorporate and keep their curriculum information updated in a single, structured, and standardized environment.

In subsequent development phases, the Electronic Curriculum will be gradually integrated with the different procedures for selection, job provision, temporary employment, professional development, and other personnel management processes, so that validated curriculum information can be reused in different areas of action, avoiding the repetition of documentary submissions and simplifying administrative processing.

The Electronic Curriculum constitutes a strategic tool for the Canary Islands Health Service, by configuring a single corporate source of professional information that will contribute to improving data quality, increasing the efficiency of human resources procedures, and moving towards more integrated, homogeneous, and service-oriented management for professionals.

 

Other topics discussed

 

On the other hand, at the Sectoral Table meeting this Friday, the syllabi for the selection processes corresponding to the categories of Specialist Physician in Immunology and Radiopharmacy, and upholsterer were approved.

Likewise, the participants in the meeting analyzed the content of the closing document of the Nursing Specialties working group, which includes the criteria for advancing in the implementation and organization of the Specialist Nurse categories in the SCS. In this context, with the approval of this document at today's Sectoral Table, it was agreed to initiate the procedures for the negotiation of this process.

On the other hand, the director of the SCS reported that "work is being done" on the proposal to improve working conditions for doctors and physicians, which will be the subject of a specific meeting with the strike organizers and will also be submitted to the sectoral table.
