The Federation of Citizen Services of Workers' Commissions Canary Islands (FSC-CCOO Canarias) publicly denounces the "blockade" by the Administration in the negotiations for the Collective Bargaining Agreement for Contract Staff and the Regulatory Agreement for the Working Conditions of Civil Servants of the Tías City Council, initiated at the request of CCOO on October 29, 2024.
After several meetings held in November and December, in which CCOO submitted proposals to improve the working conditions of the entire staff, the Administration has halted the process by not calling new negotiation tables, citing a lack of personnel. For CCOO, this justification is "unacceptable, as it is a priority issue that directly affects the rights of the City Council's workers".
The union emphasizes that this blockade "keeps fundamental matters for municipal staff at a standstill," including the application of the agreement and accord to the entire staff without distinctions based on employment status; the definition of its validity for the 2025-2029 period, with retroactive effect from January 2025; the negotiation of social and economic improvements at the state, regional, and local levels; and the reclassification of professional groups and subgroups, along with the development of a Job Description List (RPT) that organizes functions and tasks.
From FSC-CCOO Canarias, they demand that the Tías City Council "immediately resume collective bargaining, convene the pending meetings, and provide organizational solutions that allow progress on an agreement and a pact that are essential to provide stability, legal certainty, and real improvements for the staff".
CCOO warns that "it will not allow a lack of political and organizational will to end up violating labor rights. The union will continue to work firmly in defense of all the workers of the Tías City Council".
