Comisiones Obreras has concentrated this Monday in front of the Hospital José Molina Orosa to demand the reclassification of mid-level and high-level technicians of the National Health System.
From Comisiones Obreras (CCOO) they have pointed out that "we have been several years in which, despite the reclassification being signed, it is not being carried out. We demand that the Ministry of Finance unblock the situation. Comisiones Obreras, as the majority union and signatory of the agreement, is here to say it loud and clear."
"Today we are concentrating to raise our voice against a breach that no longer admits more excuses or more delays: the commitment to complete the implementation of the new professional classification for Mid-level and High-level Technicians of the National Health System," they have stated.
The Framework Agreement for an Administration of the 21st Century, signed in 2022 between the Government of Spain and the most representative trade union organizations CCOO and the trade union organizations, clearly included the reclassification of Mid-level and High-level Technicians of the National Health System. Four years later, it has still not been implemented, which is why "today we are here to put an end to this unacceptable blockade."
Thousands of Mid-level and High-level Technicians "continue to be classified under an obsolete professional classification that does not adequately recognize their training, their competencies, or the responsibility they perform daily in the National Health System."
As of today, technicians "are still not professionally placed where they belong, according to their qualifications and competencies. This situation constitutes an inadmissible discrimination for thousands of essential professionals, who are still being denied the professional recognition they deserve in accordance with the Consolidated Text of the Basic Statute of Public Employees."
According to the union, the reclassification into groups B and C1 "is not a new demand or a gratuitous concession: it is a legal obligation, a signed commitment, and a measure of professional justice."
"We do not accept further delays. The agreed deadline ended in 2023. Since then, the affected workers continue to await a response that has not arrived. The blockade imposed by the Ministry of Finance constitutes a breach of the Framework Agreement and a lack of respect for professionals who are essential for the functioning of the public health system," they have pointed out.
Therefore, they demand the immediate approval of the necessary economic allocation to make the professional reclassification of Higher and Medium Technicians effective; the full compliance with the Framework Agreement for an Administration of the 21st Century; the end of the professional discrimination suffered by the group of Technicians, and the academic, professional, and European recognition corresponding to their qualifications and competencies.
"Professional dignity is not given away. Rights are not postponed. Agreements are fulfilled. We demand that the Ministry of Finance assume its responsibility and immediately unblock this situation.
The unions demand that Medium Health Technicians (TMS) move from group C2 to C1 and Higher Health Technicians (TSS) move from group C1 to B.

• Higher Technicians in Pathological Anatomy and Cytodiagnosis.
• Higher Technicians in Health Documentation and Administration.
• Higher Technicians in Dental Hygiene, among other specialties.
