The order unifies professional classification criteria through a points-per-factor system, and incorporates independent protocols against workplace harassment and gender-based harassment.

The Governing Council of the Cabildo of Lanzarote and La Graciosa approved last Wednesday, October 28, the II Plan for Equality between Women and Men for the period 2026-2030. This planning framework, which public administrations are obliged to prepare in accordance with the seventh additional provision of the Basic Statute of Public Employees, thus culminates its administrative processing phase after being supported by the unanimity of the trade union representations of the General Negotiation Table: Union of Public Employees of the Canary Islands (SEPCA), General Union of Workers (UGT), Workers' Commissions (CC. OO.), and Canary Islands Intersindical Confederation.

The president of the Cabildo of Lanzarote and La Graciosa, Oswaldo Betancort, highlighted the importance of social dialogue to reach an agreement: “the approval of this II Equality Plan responds to the necessary regulatory development to govern the conditions of the staff of this institution. The final text reflects the coordinated work in the sectoral tables, where the administration and the legitimate representatives of the workers have unanimously agreed on the objectives and preventive measures that will guide personnel management in the coming four years”.

For his part, the counselor for the Human Resources Area, Miguel Ángel Jiménez, detailed that “the document incorporates a pay audit and a job evaluation system based on the analytical point-factor method, which guarantees the objective application of the principle of equal pay for work of equal value, broken down by professional groups. Likewise, the corporation is equipped with two specific and independent tools: the Protocol against Sexual Harassment and the Protocol against Harassment based on Sex, which establish confidential communication channels and parity investigating committees”.

Diagnostic analysis and professional classification

The plan is preceded by a diagnostic report prepared on the data of the staff for the 2025 fiscal year, which reflects 53.91% women and 46.09% men. The quantitative data reflect a balanced presence in global terms, with the average age of workers standing at 47 years. The analysis of the organizational structure shows that the positions of highest technical-economic responsibility in the institution, such as the Intervention and the Head of the Tax Management Body, are currently held by women, which determines the absence of vertical gaps in the upper levels of national authorization.

However, the plan foresees the implementation of training pathways and welcome protocols for positions where one sex is underrepresented.

Work-life balance and occupational health measures

In the area of working conditions, the ordinance revises the catalog of measures for personal, family, and work-life balance. Among the main technical provisions, the limitation of digital availability in teleworking to strictly necessary interconnection periods is introduced.

And in terms of occupational health and social protection, continuity is given to health improvements in the preventive specifications, such as mammographic screening for employees between 45 and 50 years of age. The text also consolidates the internal protection framework for female public employees who are victims of gender-based violence, regulating priority access to teleworking and the articulation of specific measures for labor support and confidential assistance. After approval by the Governing Council, the plan and its protocols will be sent to the Registry of Equality Plans of Public Administrations and published on the Corporation's Transparency Portal.

With the ratification of this document, the island corporation consolidates a model of modern public management that understands equity not only as a legal imperative but as an inalienable institutional commitment. The unanimous approval of this strategic plan lays the foundation for safeguarding diversity, promoting real work-life balance, and ensuring completely inclusive and discrimination-free work environments, taking a firm step forward in the modernization and labor justice within public administration.
