Haría City Council approves the Plan for Verification and Control of Holiday Homes (PCC-M), an instrument that will allow for the review of the situation of holiday homes in the municipality over the next four years, which currently has 465 tourist rentals and 1,834 places, and to verify that they comply with the requirements and conditions established in current regulations.
The approval of this plan responds to the provisions of Law 6/2025, of December 10, on Sustainable Regulation of Tourist Use of Housing, which establishes the obligation for city councils to have a specific program to verify and control the holiday homes existing in their respective municipalities.
The mayor, Alfredo Villalba, points out that the approval of the PCC-M "allows us to have clear planning to address the reality of holiday homes in the municipality in the coming years, with verification, control, and inspection criteria and within the framework established by current legislation."
"The objective is to have objective tools and criteria that allow us to know the real situation of each home and act when there are breaches or situations that require municipal intervention," explains Villalba.
The PCC-M contemplates, as a starting point, the creation of a municipal inventory of holiday homes included in the list provided by the Ministry of Tourism of the Government of the Canary Islands.
The plan establishes different verification phases. In the first stage, a documentary review of responsible declarations will be carried out,

communications, licenses, or enabling titles that correspond, as well as the available documentation to verify compliance with applicable requirements.
Likewise, possible risk indicators, irregularities, or complaints that may justify specific inspection actions will be analyzed. When appropriate, on-site inspections will be carried out to verify the reality of the homes and their suitability for the required conditions.
In this regard, the mayor emphasizes that "one of the priorities is to ensure that the homes that carry out this activity do so in compliance with the required conditions so that there are no situations that could put people or property at risk."
The second phase contemplates a material verification of the dwellings with the objective of verifying the effective compliance with the applicable technical, functional, environmental, urban planning, and safety conditions. The schedule of actions will be developed during the four years of the plan's validity, taking as a reference the age of the registrations in the General Tourism Registry.
The City Council will pay special attention to those cases in which there are indications of serious risk to people and property, in accordance with the criteria established by the regulations. Among them are situations of possible sub-standard housing or those accommodations in which the established occupancy capacity is exceeded.
In case of detecting non-compliance, the PCC-M contemplates the corresponding actions of requirement, correction, adaptation, or administrative regularization that are appropriate according to current regulations.
The mayor's office will assume the general coordination of the plan, while the Municipal Technical Office will carry out the functions related to activities, sanctioning regime, and technical assistance to the different administrative units.
The City Council will send the Plan for Verification and Control of Vacation Homes approved to the Cabildo of Lanzarote and La Graciosa and to the Government of the Canary Islands and, once its validity has concluded, it will prepare an Evaluation Report of the Results Achieved, which must include the degree of execution and the results obtained during the four years of application.
