Coinciding with the review of the first three years of the XI Legislature, the president of the Parliament of the Canary Islands, Astrid Pérez, has highlighted the impetus given to the opening of the Chamber and citizen participation in the drafting of laws, after a historic record of participation was achieved through the Parlamenta platform.
During the processing of the Bill for the Sustainable Regulation of the Tourist Use of Housing, 990 citizen comments were registered, the highest figure since the creation of the Parliament's participation platform in 2017 and which represents 94.5% of all contributions received in the 38 legislative initiatives submitted to this procedure.
For Astrid Pérez, one of the main objectives of this legislature has been for participatory democracy to cease to be merely a concept and become a reality, facilitating citizens' ability to intervene in the drafting of laws that affect their daily lives.
“Many of the most important laws are being published so that all citizens who wish to can make proposals and participate in the drafting of a law,” said the president.
Astrid Pérez highlighted that over these three years, Parliament has strengthened participation mechanisms so that any citizen can make comments and contributions during the processing of major legislative initiatives. As an example, she recalled that the Law for the Sustainable Regulation of the Tourist Use of Housing has received 990 citizen contributions, a historic record for the Chamber.
The president stressed that these contributions allow parliamentary groups to know citizens' opinions during the processing of legislative initiatives and to enrich parliamentary debate with society's proposals.
In Astrid Pérez's opinion, this record participation reflects the commitment of the Parliament of the Canary Islands to an increasingly open, transparent, and accessible institution, where citizens have real channels to convey their proposals and contribute to the law-making process.
Since Parlamenta was launched, the Parliament of the Canary Islands has submitted 38 legislative initiatives for citizen participation. Of these, seven received comments, with the Law for the Sustainable Regulation of the Tourist Use of Housing being the one that has registered the highest participation in the institution's history.
