The Arrecife City Council has put out to public tender the Home Help Service, with a base bidding amount of 2,044,129.6 euros (1,910,401.50 euros and 133,728.10 euros of IGIC), increasing the amount compared to last year (1,090,129.7 euros), and a contract duration of two years.
Companies that want to participate in the open procedure will have until November 19 to submit their offers to the capital's Consistory.
Bidders must prepare and submit their offers, compulsorily, electronically, through the electronic bidding services of the Public Sector Procurement Platform https://contrataciondelestado.es/wps/portal/plataforma.
The specifications of Particular Administrative Clauses and the Specifications of Technical Prescriptions that must govern the contracting and bidding of the service are published in the Official Gazette of the Province of Las Palmas (BOP), on the City Council website www.arrecife.es and on the municipal notice board.
The mayor of Arrecife, Yonathan de León, has highlighted that with this tender the personal and/or domestic care services at home for the elderly will continue to be reinforced, supporting the care and attention they receive from the family. The specifications establish, the mayor remarked, a new impulse and more benefits that will be given from the City Council to the users.
For her part, the Councilor for Social Welfare, Maite Corujo, states that "home help is a basic provision of the Social Welfare Area, of a complementary and transitory nature that provides care and attention to people and/or families who cannot fend for themselves; a service to help dependent people to carry out their daily tasks. For us it is vital that all people who need this service can have it and have a better quality of life."
The aim is to develop the basic actions of the home help service, and companies must provide complementary technical aids (beds, cranes and bath chairs), shock cleanings in those homes that require it (including disinfection and disinsection), laundry service, family respite program (tasks of accompanying the user with the purpose of unloading the main caregiver) and podology service"
Likewise, the capital's head of Contracting, Echedey Eugenio, recalls that the plenary session of the Arrecife City Council approved on September 11 in an extraordinary session to assume the Home Help service as its own, thus giving legal support to said service, based on the Law approved in 2017. "This will allow us a better management of resources and, above all, that no person in this municipality who needs home assistance is left without it," he says.
The priority purposes of the Home Help Service are: to prevent or compensate for the loss of autonomy, providing the necessary help to carry out the activities of daily life; to prevent unnecessary admissions to institutions; to achieve a healthy family coexistence framework or a positive relationship in the environment, avoiding situations of isolation; to collaborate with the family in cases where it, by itself, cannot fully meet the daily life needs of the user; to favor the maintenance of the person in their home; to prevent personal situations that may motivate a physical, mental or social marginalization; to favor the development of the users' capacities; and to provide care, educational, preventive and integrative services, not having to supplant family responsibility.
From the institution they remember that the provision of home help, due to its preventive, socio-educational, care and integrative nature, pursues the following objectives: "to provide the necessary attention to people or groups of family members with difficulties in their autonomy, to prevent situations of personal and social deterioration, to favor the acquisition of skills that allow a more autonomous development in daily life, to enable integration in the usual environment of coexistence, to support family groups in their care responsibilities and to avoid or delay, as long as it is not necessary, admission to centers or residential establishments".
