Agents of the Local Police of Arrecife have sealed this Wednesday morning a body and paint shop in the Altavista neighborhood for carrying out work without the required license (enabling title). According to the council, the owner of this workshop had received notification from the Arrecife City Council to cease activity due to not having the enabling title, but he ignored the municipal warning.
The plenary session of the Arrecife City Council agreed on March 2 to fine the owner of this establishment 15,001 euros and close it for committing a very serious infraction. The premises, where the body and paint work was carried out, is located on Ibiza street in the Arrecife neighborhood.
The day after this plenary agreement, the Department of Infractions and Sanctions of the City Council, headed by councilor Kevin Cortés, officially communicated the sanction and the closure file, opening the period established by law for the owner to make allegations or resolve their opening situation. The City Council has assured that, once the period had passed, the owner did not present allegations but continued to carry out the activity, lacking a municipal license.
According to the sealing decree, it was proven that on April 16, 2026, through a report from the Local Police, it was confirmed that the establishment remained open to the public, with body and paint repairs being carried out inside vehicles, that is, carrying out the reported activity despite the firmness of the closure agreement.
Given this reiteration and disobedience of the plenary agreement and the infraction file, the Arrecife City Council has decreed "the non-compliance with the Agreement of the Plenary Session of the Arrecife City Council dated March 2, 2026, final in the administrative route, by which the closure of the establishment was ordered. Furthermore, the forced execution of the aforementioned plenary agreement was agreed upon, entrusting the task to the Local Police of Arrecife, which must draw up the corresponding report."
From the Department of Infractions and Sanctions of the Arrecife City Council, you are notified, again, "to warn the interested party that the breaking or manipulation of the seal, as well as the resumption of the activity without having obtained the mandatory enabling title, will result in the imposition of repeated coercive fines in accordance with article 103 of Law 39/2015, without prejudice to the criminal responsibilities determined by the Laws".
