The Court number 3 of the Court of Instance of Arrecife has received a communication from the Prosecutor's Office informing of the existence of a parking fine that was withdrawn from a direct relative of the mayor of Arrecife, Yonathan de León (Partido Popular), during the celebration of the Arrecife Carnival this year.
The Public Ministry has sent the file of this traffic sanction to the Court that is investigating the alleged irregular withdrawal of traffic fines that would have generated a hole in the public coffers of the city council of almost 600,000 euros and where de León will testify as a witness.
According to the document issued by prosecutor Fernando Rodríguez Navarro, to which La Voz has had access, a direct relative of Yonathan de León was fined for parking in an area where stopping and parking of vehicles was prohibited during the celebration of the Carnival festivities.
The traffic ticket was issued by an agent of the Local Police of Arrecife on February 9, 2026, coinciding with the day of the Drag Gala celebration. However, a police report requested the dismissal of the ticket, stating that the vehicle had "authorization to park in the restricted area." It was stated in the issuance of that fine that the acting officers were unaware that this authorization existed.
Finally, the sanctioning file was closed. The Prosecutor's Office states that the closure of this action "shows an evident connection" with the proceedings opened in the Court of Instance, where in some of the withdrawn fines the expression "by direct order of the mayor" appears.
The aforementioned document states that in addition to the "potential administrative irregularity," there may also be "singularized or arbitrary treatment," given the identity of the affected persons and that it is "incompatible with the principles of legality and equality."
The Court has asked the Arrecife City Council to send a complete administrative file relating to the sanction, identifying all users who acted in the file. It has also requested that the complete history of modifications, cancellations, and incidents be sent, as well as a copy of the special parking authorization that would have supported the cancellation of the fine. Along with the administrative resolution that agreed to its closure, it has also requested that the three local agents who acted in the file testify.
