The Contentious Administrative Chamber of the first court of the Court of First Instance has ruled in favor of the Governing Group of the Arrecife City Council and has endorsed **the public offer** of **employment** (OPE), which it published in December 2023, with the creation of **fourteen positions** to strengthen the municipal staffThe job offer published in the Official Gazette of the Canary Islands (BOC) on December 29, 2023, contemplated the creation of fourteen positions, nine through the system of open competitive examination, and five through internal promotion. This promotion sought to fill vacancies in areas such as the Local Police, Technical Office, Social Services, Public Works, Human Resources, and technicians in General Administration
Faced with the public offering, the Federation of Public Services Employees of UGT filed an administrative lawsuit. This Court of First Instance dismissed that this offering was in accordance with the law and ordered the union to pay court costs, valued at 400 euros.
The judicial ruling has highlighted that this public offer "was indeed the subject of negotiation in the General Council and was thus submitted for negotiation in the General Councils held on December 5, and in the agreements of the extraordinary negotiation council held on December 22, 2023”.For the councilwoman of Human Resources and spokesperson for the Party in the Arrecife City Council, Eli Merino, "this sentence supports our actions and provides security to people who wish to apply to fill these positions, both for open competitive examinations, and for internal promotions".Merino has added that the council will continue "with legal certainty with this procedure, and consequently, will provide guarantees to the people who opt for the positions in this OPE, which will allow strengthening the staff of this institution and continue improving public services in essential areas for citizens such as citizen security, with positions in the Local Police, or increasing the staff of the Technical Office, of professionals in the Social Welfare Area, Public Works, Human Resources and technicians in General Administration".The 2023 OPE contemplates five positions through internal promotion within the Local Police staff, and nine technician positions in groups A1 and A2 (Architects, legal advisor, industrial engineer, social worker, psychologist, human resources technician, two general administration technician positions (A1 and A2), and one administrative assistant position (C2)In a press release, the mayor of Arrecife, Yonathan de León, has stated that he wants to continue with the call for positions to cover the current and future needs of the different areas of the City CouncilThe City Council has indicated that this increase in positions "will allow **better attention** to be given to citizens, strengthening citizen security with more police officers on the streets, increasing the staff of the Technical Office to cover the many personnel needs, and increasing services to families with more professionals, among other departments, in the Social Welfare Area, with the positions of psychologists and social worker, planned in this OPE".
