The Minister of Public Works, Housing and Mobility of the Government of the Canary Islands, Pablo Rodríguez, indicated this Tuesday in the Parliament of the Canary Islands that the preliminary draft of the Canary Housing Plan 2026-2030 has registered 68 contributions after the public information period ended.
Of these, 44 correspond to citizens and the remaining 24 to public administrations, social organizations, professional entities, and housing-related groups.
Among the participating entities are the Association of Owners of Rental Housing (Asval), the Canary Federation of Municipalities (FECAM), the city councils of Adeje and La Matanza de Acentejo, the Cabildo of Fuerteventura, the Canary Cooperative Society Ciempíes, Visocan, the Official College of Social Work of Las Palmas, and the Association of Entrepreneurs, Builders and Developers of the province of Las Palmas (AECP).
Organizations such as the Organic Unit for Gender Violence of the IASS of the Cabildo of Tenerife, the Anagos Network, Amnesty International, UNICEF, Provivienda, Comisiones Obreras (CCOO), Volcanic Equilibrium, the Canary Association El Buen Vivir, and the Association Foro por el Progreso de Tenerife have also submitted contributions, in addition to various associations and cooperatives linked to cohousing.
Once the public information period has concluded, the Canary Housing Institute (ICAVI) is working on responding to the contributions received and on drafting the preliminary project.
The first axis proposed by the Plan focuses on the increase in residential supply and includes the promotion of public, protected, and affordable housing, as well as the mobilization of empty or unfinished homes and the development of public land for housing.
The second axis addresses the rehabilitation and regeneration of the residential stock, including the recovery and renovation of urban and rural environments. This line also includes actions in municipalities in the midlands, highlands, and rural or remote areas, with the aim of meeting their housing needs and contributing to population retention.
The third axis is aimed at facilitating access to housing for priority groups through rent subsidies, measures to support youth emancipation and home purchases, attention to vulnerable groups, and instruments for accessing a first home, such as the Youth Mortgage.
Likewise, the new Plan will prioritize adapting actions to the reality of each island and municipality, including the demographic challenge in rural areas, reinforcing public-private collaboration and improving coordination between the Government of the Canary Islands, island councils, city councils and the State, and execution capacity.
During his speech, Rodríguez pointed out that the preliminary draft will incorporate a financial sheet for the five years of the Plan's validity. "The forecast is to distribute approximately one third of the resources among each of the three strategic axes," the minister indicated.
The financing will come from the Canary Islands Government's own funds, from the resources of the State Housing Plan, and from possible European funds. In this regard, the minister explained that the Canarian planning is being coordinated with the state planning to maintain coherence between both instruments and to favor the use of the different sources of public financing.
