The Ministry calls for one hundred million to buy private flats for affordable rent throughout Spain

CASA 47, the State Housing Entity, has approved the requirements for the acquisition of housing throughout the country, prioritizing the most strained areas

The Governing Council of CASA 47, the State Housing Entity attached to the Ministry of Housing and Urban Agenda, has approved the bases for the public call for 100 million euros for the acquisition of private homes throughout Spain.

The acquired homes will be incorporated into the public housing stock and will be placed at the service of the citizenry under a regime of affordable rent.

Interested natural or legal persons may submit their proposals from the day following the publication of the call on the Public Sector Contracting Platform, which will be launched in the coming days. The deadline will be open for four months from that moment.

 

High-rise homes of between 40 and 120 square meters

The acquisition procedure will be carried out through a tender, which allows for an individualized and motivated assessment of each dwelling. 

The call will prioritize offers located in areas of stressed residential market, that is to say, those areas where households allocate more than 30% of their income to cover housing costs. Also, the offer of complete blocks or housing complexes will be valued.

The competition will address objective and public interest criteria, such as its adaptation to urban planning, compliance with technical and habitability conditions, the economic efficiency of the operation, and adaptation to territorial demand.

Likewise, any dwelling between 40 and 120 m2 that does not have public protection and that meets the following conditions may be presented as a proposal:

  • To be built in height (single-family homes are excluded).
  • To be exterior homes, with openings to the street or patios that meet the minimum dimensions, and without blind bedrooms.
  • To have an elevator if they are homes located above a fourth floor.
  • To have a favorable ITE (Building Technical Inspection).
  • To have at least a kitchen, living room or main room, and a complete bathroom. Lofts and studios are also admitted.
  • To deliver the home empty, except for its fixed elements and installations, as well as the kitchen equipment.

How are properties valued?

CASA 47 will buy for the price offered in the proposal, as long as it adapts to the appraisal value of the home and does not exceed the average selling price set by the Statistical Portal of the Notariat in each zone.

Thus, the acquisition price will automatically be the lowest of these three values:

  1. Seller's offer
  2. Official appraisal value (Bank of Spain – approved appraiser)
  3. Average price (€/m2) according to the selling price marked by the Notarial Statistical Portal

This triple filter ensures that the State never pays above market real. For example, a 70 m2 home in an area where the average selling price is €2,000/m2, will have a maximum price of 140,000 euros.

The budget of the call will be allocated to cover the price of acquisition of the homes, as well as all the expenses and taxes that arise from their purchase and sale and, where appropriate, the cost of the necessary actions for their adaptation, improvement or rehabilitation, provided that the total cost does not exceed 110% of the appraisal value.

Furthermore, the call for applications rewards quality, accessibility and energy efficiency. In this way, homes that comply with universal accessibility regulations, those that have been recently comprehensively renovated, or those with an energy rating of A, B or C will obtain a higher score in the award.

This call contributes to the objective of expanding the state housing stock to reach European standards (8%) as soon as possible. This translates into more housing supply, either by building, rehabilitating, incorporating state assets into the heritage of CASA 47, or acquiring homes through their purchase or transfer.
