The PSOE and Sumar have agreed this Tuesday after days of intense negotiations on the approval of two royal decrees in the Council of Ministers regarding housing. Under the name of Decreto Maricarmen, the Spanish Executive will try to seek this Friday in the Congress of Deputies the revalidation of these measures in an extraordinary plenary session.
"We have had to witness a collective failure for the world to move, for the country to move and for political positions to move," said the Minister of Housing and Urban Agenda, Isabel Rodríguez (PSOE), during the press conference after the Council of Ministers. "The indignity of an elderly person having to be evicted from their home has challenged us all," she assured.
The decrees approved by the Council of Ministers concentrate measures such as the halt of evictions until 2030; prohibiting the purchase of housing by vulture funds; combating fraud detected in seasonal housing rentals and room rentals, which has been used to evade the Housing Law.
At the same time, it has also promoted a tax on tourist apartments, as well as tax bonuses for owners.
Among the measures proposed in the first royal decree, the minister announced a novel mechanism, christened Tu Casa, through which the Government of Spain will offer money to finance access to first-time homeownership with zero interest.
These measures were announced by Isabel Rodríguez, who explained that it is "a complex legislature" due to the need to reach an agreement with various political groups that support the Government. However, the full measures and whether they will be approved next Friday in the Congress of Deputies remain to be seen.
