The Ministry of Agriculture, Livestock, Fisheries and Food Sovereignty of the Government of the Canary Islands has published the resolution by which a direct and exceptional subsidy is granted to the owners and/or shipowners of fishing vessels affected by the conflict in Ukraine for 1.2 million euros.

Since February 2022, the consequences derived from Russia's aggression against Ukraine, as well as the sanctions imposed and their countermeasures, have altered trade flows and supply chains with significant price increases in the costs of inputs such as feed, ice and fuel.

As explained by the head of the department, Narvay Quintero, this aid is financed exclusively by funds from the Canarian Executive and is intended to compensate for the economic losses generated by the increase in input costs in the period between January 1, 2023 and July 31, 2024.

Its concession is conditional on the beneficiaries providing the documentation required within five days following the publication of the Resolution (12/27/2024). This will be formalized through the electronic headquarters of the Government of the Canary Islands adjusted to the models provided.

The amount of the subsidies has been calculated based on the number of unloading days of the fishing vessel, which for the artisanal fishing modality will be a minimum of 50 days.

The first sale notes of catches in Ports of the Autonomous Community of the Canary Islands issued by the points authorized by the General Directorate of Fisheries and notified to the Service responsible for them must also be provided, which will accredit a minimum of 2,000 kilograms of catches in the period mentioned above.

In the case of tuna and longline vessels, at least one of these two parameters (unloading days or declared kilos) must be completed.

The shipowner-owner or the fishing vessel company must be registered in the census of the Operational Fishing Fleet, with a base port in the archipelago and must accredit the kilos captured by means of first sale notes. In addition, it must not be affected by the sanctions that the European Union may have established as a result of the conflict.

It is also required that they have their registered office in Spain or that they operate within the national territory through permanent establishments located in said territory and that they have been affected by the economic crisis derived from the invasion of Ukraine by Russia. If he is a shipowner, it is required that there be an authorization/lease agreement from the owner of the fishing vessel for this purpose.

Likewise, the Executive is working on the granting of another aid to aquaculture for an amount of almost 800,000 euros for the same concept.
