Bonos Consume Lanzarote evaluation proposes changes to reach more citizens

A report finds that 86% of participating merchants consider the program beneficial for their business and proposes measures to reach more Lanzarote residents

The Bonos Consume Lanzarote program, promoted by the Cabildo through the Commerce Department headed by councilor Armando Santana, is consolidating itself as "an effective tool for revitalizing island commerce," according to the Economic and Social Impact Assessment Study conducted at the conclusion of the 2025 edition of this program.

86% of participating businesses believe the program has a positive impact on their businesses and 67% think it contributes to customer loyalty in the medium term.

Among the improvements proposed by the report are setting limits on bond purchases per person and ID number to increase the number of beneficiaries. Also, the inclusion of physical points of sale or telephone sales so that people less familiar with digitalization also have access.

In addition, the report proposes specific incentives or bonuses to encourage consumption in businesses in municipalities with lower commercial density

The report confirms the suitability of launching the campaign during specific periods of the year, especially September and March, an optimal duration of one to two months, and the need to maintain key elements such as system ease of use, communication, and payment agility

"The objective now is to continue improving the program, making it **more accessible and more territorially balanced,** without losing its essence: to support local commerce and encourage proximity consumption," the councilor concludes

The study has been developed from a technical, economic, and socio-commercial analysis with a representative sample of a hundred participating businesses, combining quantitative and qualitative methodology.

According to the president of the Cabildo, Oswaldo Betancort, "the responses show us that, overall, the Bonos Consume Lanzarote program is consolidating itself as an effective initiative aligned with the real needs of local commerce. The report provides a solid technical basis that justifies its consolidation as a public policy driven by the Cabildo of Lanzarote."For his part, councilor Armando Santana has highlighted that this analysis "confirms with objective data that Bonos Consume Lanzarote is a useful public policy to respond to the needs of small and medium-sized businesses, which are the ones that sustain the local economy on our island".

The work began with the design of a structured questionnaire, agreed upon with the technicians from the Commerce Area of the Cabildo de Lanzarote and with FELAPYME, the entity responsible for the program's execution. Information was collected through in-person fieldwork, online dissemination of the questionnaire, and supplementary telephone surveys, ensuring a balanced and representative sample of local businesses as a whole. 

Positive economic and social impact

The results show a significant economic impact, with a majority of businesses reporting increased sales during the campaign period and having attracted new customers.

The program is valued not only as a one-time consumption incentive but as a tool that contributes to energizing commercial activity, improving the visibility of local businesses, and strengthening the relationship between establishments and consumers.

In this regard, Armando Santana emphasizes that "bonuses not only generate sales in the short term, but also help attract new customers and **reinforce trust in local businesses**, something fundamental to keeping our neighborhoods and municipalities alive."

The study reflects a predominantly positive assessment of the program's operational functioning. The enrollment, participation, and voucher redemption processes are perceived as simple and accessible, even for micro-businesses with limited administrative structures. Aspects such as the clarity of communication, the overall program management, and payment times receive favorable ratings.

"It was a priority for the program to be easy to use and not to create an additional administrative burden for businesses. This report shows that we are heading in the right direction," says the councilor.

One of the most notable results is the extremely high degree of acceptance of the program among participating businesses. 97% would recommend other businesses join the initiative.
