The Congress of Deputies approved this Thursday the Sustainable Mobility Law, which consolidates the free public land transport in the Canary Islands and, with it, in Lanzarote throughout 2026.
The Director General of Transport and Mobility of the Government of the Canary Islands, María Fernández, valued that the plenary session of the Congress of Deputies has definitively approved today the Sustainable Mobility Law, "which consolidates one of the greatest advances in public transport for the islands, the free public land transport in the Canary Islands during the year 2026".
The measure, included in the forty-third additional provision of the legal text, recognizes the insular nature and establishes that the Canary Islands will benefit from state aid intended to finance a 100% discount on public land transport season tickets and multi-trip passes
Prior to its passage through the Senate, the Canary Islands had already managed to incorporate this measure through amendments promoted in the Congress's Transport Commission, guaranteeing differentiated treatment for the islands in terms of mobility and funding.
The Director General has valued this approval as "a historic recognition of the right of Canarians to sustainable mobility adapted to our island reality".
“From the Canary Islands, we have firmly defended that mobility cannot depend on a postal code. Thanks to constant work, today free travel is a guarantee legally enshrined in this regulation,” Fernández highlighted.
The provision establishes that, before January 31, 2026, the Government of the Canary Islands must accredit the effective implementation of the 100% discount and the commitment to maintain it until December 31 of that same year.
Likewise, the measure provides for compensation to the administrations or companies managing transport services, and contemplates advances of 65% of the aid during the 2026 fiscal year, with subsequent settlement in 2027.
"This advancement not only guarantees the continuity of a policy that has demonstrated its social and environmental effectiveness, but it also consolidates the principle of territorial cohesion and equal opportunities for all citizens of Spain. Let us remember that free travel has allowed Canarians to change the way they move and to accept jobs, attend educational centers, and receive medical treatments thanks to this measure, which has proven to be a relief for families' pockets," Fernández emphasized."With this approval, free public transport in the Canary Islands is consolidated as a right and not a privilege," Fernández highlighted.
Other provisions approved
During the plenary session, separate votes were requested on certain provisions of the Bill. Among them, the thirty-eighth additional provision, relating to the State's financial contribution to sustainable mobility in maritime transport, was approved by 155 votes in favor.
Likewise, Fernández has indicated that the provision relating to railway infrastructure, which meant that for the first time a legal text recognized the strategic need for trains in Gran Canaria and Tenerife and their financing by the State, has remained the same.
