The Yaiza model, the Óscar Noda model

These days the Government of the Canary Islands sent us the result of the management audit on the economic-financial health of the Yaiza City Council and the result is simply extraordinary.

In order not to bore you with data and figures, I will tell you that it categorizes us as the City Council with the best financial health, places us in the first place for the shortest time in paying suppliers, and that we are the City Council with the most investment per inhabitant of Lanzarote. In addition, we continue without contracting bank debts since it is not necessary for us to resort to private financing and we continue to draw on our great strength, our treasury.

But to get here it was necessary to apply a model, a management model based on rigor, on the containment of superfluous expenses, on the definition and achievement of the objectives that different higher bodies demanded of us and assume our most elementary commitments. From having a debt with suppliers close to 33 million euros in 2012 to not having a single euro of debt in 2018. We also started from a very precarious situation in terms of paying the salaries of our workers who are part of the success of this note that this audit grants us, because in the worst moment they assumed with dedication and dedication the budgetary restrictions in their legitimate interests.

This model also responds to the independence of the political group that leads this City Council, not being subjected to partisan wars, political disputes or instabilities, has contributed significantly to maintaining these levels of which we are very proud today, being focused on management has been decisive for stability and the necessary certainty.

And of course, the residents of Yaiza are protagonists, without a doubt, of this assessment of the Government of the Canary Islands on the municipal accounts, since they have endured years without
municipal investment due to the restrictions to which we voluntarily submitted to get ahead as soon as possible. Citizens fulfill their obligations and it is our obligation
to revert that fulfillment and the responsible management of the accounts in well-being, and the services and works are seen.

But now in Yaiza, and not only because this audit says so, optimism and illusion are breathed, the future is looked at with hope and with an eye on the investments that have been executed, that are being executed and that will be passionately executed. Investments such as those already made, resurfacing plans in residential streets of Playa Blanca de Costa Papagayo, town of Yaiza and different locations in the municipality, the Puerto Calero road, or the new link road in Playa Blanca among others, the playgrounds such as Los Remedios, or El Faro, even the one in the center of the town of Playa Blanca, a separate mention deserves the Parque del Atlántico project, the remodeling of the sports facilities of Yaiza and Playa Blanca, and all this with own resources and co-financing formulas, with own projects and with one hundred percent municipal monitoring.

But without a doubt, the most important investment and the one that also places us at the forefront of economic management is being able to assume a Sports Pavilion of 7 million euros that is already at 75% of its execution and that will serve for the enjoyment and sports practice of numerous disciplines in the south of Lanzarote, a Pavilion for Playa Blanca, for Yaiza but also for the people of Lanzarote.

As you can see, the change is remarkable in just five years, the change is radical since before the suppliers did not want to work for Yaiza and today they collect in less than 10 days after the presentation of the invoice, today the residents of Yaiza pay less taxes and receive more services, and have more infrastructure and municipal facilities. We help to boost the economy and promote the survival of medium and small businesses by creating employment with investments, it is our conviction and this is also conveyed to us by suppliers who point to Yaiza as an exemplary institution. The press headlines plagued with bad news about the municipality are a thing of the past, the change is more than evident, and as the citizens themselves say, "the works are noticeable".

But this management model in my humble opinion and beyond the joint work of all the government councilors has a leader, a solid, strong and leading leader in the application of it since to a greater extent he is responsible for the magnificent result of the management audit, for that reason and to do justice, the Yaiza model is none other than the model of Óscar Noda, our mayor.
