In the eighties of the last century, we had an income level below 75% of the European average income. Obtaining the STATUS OF OUTERMOST REGION and shielding our ECONOMIC AND FISCAL REGIME, within the European Union and Spain, has meant a consolidation of our political and economic future. If we add to this the important advances in public infrastructure and transport, as well as the option for a model of limits to growth through the Territorial Planning Guidelines and the tourist moratorium, we have a modern and economically sustainable society. However, intense population growth, largely due to irregular immigration, has meant that the progress in these public services has not translated into quality of life and social well-being. Therefore, we have to set new challenges from now until 2020. We, the Canarians, have to go ALL OUT. Only Canarian nationalists are in a position to lead this new cycle of identity. We are going for the maintenance of our singularity as an Outermost Region in the text of the future European Constitution. Let's move towards a Special Statute that strengthens our SELF-GOVERNMENT with more powers within the Spanish State. Not a step back in our demands for the Spanish State to control the illegal entry of non-EU foreigners through airport traffic. Even if some people don't like it, we will continue to demand the immediate increase of human and material resources in health, security and emergencies in the municipalities affected by IMMIGRATION. We will continue to ask for the redistribution of minors throughout the Autonomous Communities. They are not going to silence us. We will go for the development of our own FOREIGN POLICY, in our geographical environment, with more powers and we will defend the participation of the Canary Islands in the Spanish delegations to the European Union when issues of special interest to the islands are discussed (Article 38.1 of the Statute of Autonomy of the Canary Islands). We will persist in the claim to the Central Government for the increase of HEALTH FUNDING for the Canary Islands, responding to the population increase, the cost of insularity, as well as the assistance provided from the Canary Islands to displaced patients, the tourist population and immigrants. We will not sleep peacefully until we eradicate poverty and social exclusion from our streets and there are fairer criteria for income redistribution. We have to commit ourselves to building a SUSTAINABLE EDUCATIONAL SYSTEM, accessible to all, properly funded, in which attention to diversity, compensation for inequalities and improvement of quality serve to achieve an open and tolerant society. Island Plans must be drawn up to define employment and training policies according to the needs of each island, with the aim of FULL EMPLOYMENT on the horizon. SOCIOSANITARY CARE must be a basic action to be able to care for the elderly, people with disabilities and fight against drug addiction. We will insist on the creation of a CANARIAN POLICE with an autonomous General Corps and duly trained, coordinated and resourced Local Police forces. All out. For every Canarian with an honorable job, a good school, an excellent hospital and a DECENT HOUSING.
