The Yaiza City Council celebrates the great reception of the technical conference on Public Sector Contracting that was held last Friday, June 27 at the Secrets Lanzarote Puerto Calero hotel, in which it brought together more than 160 professionals from the legal and technical fields with six top-level speakers.
The forum, which was broadcast in streaming through the City Council's YouTube channel, served as a training, practical and participatory space, in which the main challenges of interpretation of the Contracts Law were addressed "with clarity, closeness and rigor."
The mayor of Yaiza, Óscar Noda, welcomed speakers and attendees, thanking them for the excellent reception of the call and valuing the involvement of public personnel in training of this type: "the Contracts Law is a rule that we must all handle on a daily basis and that generates many doubts. I hope that this conference will serve to resolve them or at least guide them," he stressed at the opening ceremony.
He also had words of thanks for speakers and participants, with representation from both the public and private sectors, and, especially, for Óscar Cabrera Pérez, secretary of the southern City Council and promoter and moderator of the conference, as well as for the Mayor's Office team for their support in the organization.
The session, aimed primarily at technicians responsible for contracting, legal advisors and legal professionals, combined regulatory analysis with practical experience. From competition law to the distribution of powers in public procurement, short, concise and content-rich presentations were offered, with regulatory references, jurisprudence and direct recommendations on how to deal with the most complex cases that may arise on a daily basis.
The president of the Central Administrative Court of Contractual Resources, María de la Concepción Ordiz Fuertes, was in charge of starting the interventions, addressing in detail two key issues such as conflicts of interest and collusive practices in contracting. For his part, José Luis Suárez Pedreira, secretary of the Grau City Council (Asturias), detailed the role of councilors, unions and associations in the special appeal in matters of contracting, a very technical and highly relevant issue, while the magistrate of the Superior Court of Justice of the Canary Islands, Lucía Débora Padilla Ramos, shed light on the litigation derived from contractual procedures, especially in the case of the special appeal and its subsequent judicial challenge.
The conference also addressed the exclusions of the procedure with the intervention of Anunciación González Pinto, secretary of the Court of Contractual Resources of the Canary Islands, who explained how the resolution bodies have been positioning themselves on this matter. For her part, María Asunción Sanmartín Mora, general director of Contracting, Heritage and Organization in the Government of Aragon, raised the challenges of strategic public procurement, especially the application of social criteria; and Fernando de la Peña Pita, lawyer of the Constitutional Court, closed the block of interventions with a valuable reflection on the recent issues that affect the distribution of powers in public procurement.
Each of the presentations was followed by a question and answer session, which became one of the most anticipated moments by many of the attendees, who took the opportunity to raise very specific doubts that arose in their daily work, often linked to complex situations for which a clear or safe answer is not always found. The questions were answered precisely by the experts, providing guidelines and possible courses of action, in a relaxed atmosphere where there was no shortage of humorous winks that helped to lighten the technical density of the contents and reinforce the close and participatory nature of the meeting.
The great participation in this block confirmed the real interest that the subject arouses among the technical staff, with constant interventions from different points of the room and with examples as varied as they are significant. An interaction that was also highly valued by the speakers themselves, who congratulated the Yaiza City Council for the initiative and agreed on the importance of promoting more specialized training spaces like this one.
"It has been a very participatory and fruitful conference, not only in terms of attendance, which also, but for the level of interaction. Many specific doubts have been raised, which shows that there is a real need for training in this regard and an enormous will to improve on the part of the technical staff," said the southern president, who reaffirmed his commitment to give it continuity. "This has been the first table, but there will be more, because it has proven to be as useful as it is necessary. This type of meeting is essential, especially for those of us who work in the public sector, because constant updating and training not only improve management, but also generate more citizen confidence," added Noda.
The round table was broadcast live through the YouTube channel of the Yaiza City Council, thus allowing professionals who could not travel to attend remotely. In addition, the complete recording is available for consultation both on the YouTube channel and on the municipal website www.yaiza.es. With this meeting, Yaiza "reaffirms its commitment to continuous training, the improvement of public management and collaboration with professionals and institutions throughout the national territory".
