The Federal Executive Committee of the PSOE has opened disciplinary proceedings against its local secretary in Arrecife and councilor in the City Council, David Duarte, who has also been preventively suspended from membership for his "constant obstruction of the government task of the mayor and the Socialist Group of the Arrecife City Council." According to party sources consulted by La Voz, as a consequence of the opening of proceedings against Duarte, the PSOE will dissolve its Local Committee in the capital and create a management team to lead it.
In the resolution issued by the Federal PSOE, reference is made to the fact that the content of "various statements" made by David Duarte in the media can be considered "disloyal, irresponsible and injurious, with opinions, ideas or comments opposed to the political line of the PSOE." In these statements, it is pointed out that Duarte went so far as to "point to the mayor as responsible for certain difficulties in the management and to publicly express his disagreement with several of her decisions, acknowledging that he had received offers from several parties to join their ranks in view of the next elections."
Precisely, in statements to La Voz de Lanzarote last week, Duarte acknowledged having received offers from "several" parties, although he did not clarify whether he would leave the PSOE. "I do not rule out one thing or another," said the local secretary of the PSOE in the capital, who days before had requested his resignation from his release as a councilor in the City Council to rejoin his job in the Cabildo.
Conducts qualified as "serious and very serious offenses"
The Federal Executive Committee of the PSOE considers that the facts attributed to Duarte may constitute conducts qualified as "serious and very serious offenses" according to its statutes and, therefore, has decided to open disciplinary proceedings against David Duarte, in addition to suspending him preventively from membership. It has also appointed José Vicente Sánchez Arenas as the instructor of the file.
However, Duarte may file an appeal against this resolution before the Federal Ethics and Guarantees Commission of the PSOE within 10 business days. In addition, although Duarte will not be able to continue as local secretary of the PSOE in Arrecife, he could do so as a councilor of the government group despite the opening of the file, according to party sources.
