The PIL denounces that the General Plan of Teguise was approved despite a conditional report from the municipal architect

The PIL has denounced that the initial approval of the Teguise General Plan went ahead despite a conditional report, issued by the municipal architect, in which 19 deficiencies are listed, which must be corrected for its final approval. The formation has criticized that the PSOE decided to "bow to the wishes of its government partner", of CC, giving its vote in favor of this plan, "ignoring the official reports" and, on the contrary, "relying on the particular information provided by an analysis and supervision team created by the party itself".

The PIL has sent a part of this report made by the municipal architect, in which the "deficiencies detected" are listed, such as that this General Plan "establishes conditions and precepts that contradict the instruments of management of natural resources and the territory, the Island Plan of Territorial Planning of Lanzarote and guidelines for territorial planning".

For the architect, the omission of the conditions set by the Island Plan on the one hand and the guidelines regarding rural settlements is not "sufficiently justified". "Some of the general criteria established in the Island Plan of Management are altered in the development of rehabilitation operations of areas or nuclei", he insists in the report. In addition, he assures that the reports of the rest of the administrations consulted to the initial approval document are not included in the file.

"Badly calculated" tables

The architect warns in his report that in the summary tables of the population centers, the value of the density of the houses and the population density "are badly calculated, taking into account that the building intensity in the urban centers and rural settlement has been increased with respect to the initial approval". Likewise, he points out that the execution of the municipal free spaces "is well below the real value".

Therefore, the architect considers that from the detailed planning foreseen for its provisional approval "the need to carry out a series of explorations and urbanization of land foreseen for roads arises, not taken into account in the economic valuation". Likewise, he assures that in two volumes of the document destined to the description and justification of each of the allegations "it is observed the impossibility of locating the concrete geographical area to which each allegation refers".

Allegations "of difficult urban justification"

Even, he insists that a series of allegations "of difficult urban justification" have been estimated and highlights, in particular, one in the rural settlement of Los Valles and another in the urban center of Soo. The architect believes that they do not comply with guideline 63 of rural settlements and 112 of landscape and originate "disproportionate expropriation and execution costs".

In one of the last deficiencies detected, the architect emphasizes that the "corrective measures necessary to avoid possible catastrophes caused by the overflow of the reservoir located in Oasis de Nazaret, whose channeling and drainage is annulled" are not reflected in the plans.

"Mysterious analysis team"

Faced with this report from the municipal architect, the PIL has asked "who makes up" the team that advised the PSOE and "what is their technical qualification, which allows them to be above the judgment and assessment of a municipal architect". "Is what this mysterious analysis and supervision team says more valuable than what the report of a municipal architect says? Who makes it up? What previous experience do they have in General Planning?", this party has questioned.

The PIL does not understand that if the General Plan is "correct as defended by the government group", "the presence of municipal technicians was not allowed in the plenary session held to clarify the numerous doubts raised by the councilors", when the initial approval of this document was taken to plenary.

From the PIL they have demanded the government team to "commit to carry out a serious and responsible work for the progress and welfare of this municipality, without the need to hide in analysis teams created ad hoc for the occasion".
