The PIL councilor in the Cabildo, Ramón Bermúdez, has assured that the government group has signed an agreement with Gesplan for 100,000 euros, "with quite a few reservations on the part of the Comptroller's Office", of which the "final objective" is not known, but "it amounts to the outsourcing of the PIOT service and the management of the territory of the island of Lanzarote." "People from Gesplan are going to come to the Cabildo to work, supplanting the PIOT Office," he said.

Bermúdez has assured on Radio Lanzarote-Onda Cero that this agreement was approved on July 4 "in a Governing Council", "without a needs report". In this sense, he explained that the Comptroller's Office reported that this needs report had to be signed "by the Cabildo staff assigned to the Territorial Planning area", but instead of being so, "a report was commissioned to order, which says that the needs report has to be signed by the head of the Presidency's cabinet, José Antonio Cabrera", Bermúdez criticized.

The PIL councilor has pointed out that despite the fact that there is an "island director for these issues who earns 80,000 euros per year and who was hired to speed up the area in charge of the Island Plan" of the Cabildo, "the needs report ends up being signed by José Antonio Cabrera". Bermúdez has questioned this agreement with Gesplan, through which several people will move to the Cabildo, something that will cost "400 euros a day". "We have to be more sensible. Give work to the technicians we already have, who are very professional," he insisted.

The PIL does not know the objective of this "commission". "It really amounts to the outsourcing of the PIOT service and the management of the territory of the island of Lanzarote. Gesplan is empowered to represent the institutions on the Island Plan," Bermúdez insisted. In addition, the PIL councilor believes that if there was a "need for them to lend a hand from outside" a "set of administrative conditions" could have been made so that other companies could also opt for this job.

"Marginalization of the house technicians"

For all this, Bermúdez believes that "an unusual thing" is happening in the Cabildo of Lanzarote. "A created department is being ignored", the PIOT office, "with officials and workers who know the system". "External agents from other places should not be entrusted to do their homework. To give a legal meeting to the Island Plan we already have a department that costs us money," Bermúdez recalled, who does not understand the "action of the government group".

In this sense, he has questioned that it seems that the Cabildo's technicians "do serve to report on the Teguise General Plan", but not for that of Yaiza. "For that of Yaiza, external technicians have been used and for that of Teguise they have not. The Teguise report is much more complete, exhaustive and has a better analysis than that of Yaiza, and it has been done by the PIOT Office itself," he recalled.

Ramón Bermúdez perceives an "amazing marginalization of the house technicians". "And, meanwhile, we make external reports. Whoever pays orders, and a report is made to order," he criticized. In his opinion, "it is not a time to spend resources outside to look for technicians almost to order".
