The Ministry of Health joins the health union forces against the draft framework statute

The Canary Islands Health Service (SCS) and the trade union organizations UGT, SEPCA and Intersindical Canaria with representation in the Health Sectoral Table issue a joint manifesto against the content of the Preliminary Draft Law modifying the Framework Statute of the statutory personnel of the health services proposed by the Ministry of Health.

Thus, they denounce that the Ministry "has not included any health service, since July 2023, in the negotiation process of the modification of the Framework Statute and has not given the option to make suggestions or contributions to this document released once it was delivered to the trade union organizations participating in the negotiation".

This manifesto also denounces that the document presented addresses issues that "have traditionally been the responsibility of the autonomous communities and introduces modifications that have a significant impact on the budget", but which lack a financial sheet. "It also represents a setback with respect to the general regulations, as it implies a loss of rights for statutory personnel compared to the rest of public employees, which constitutes a particularly serious effect in an already recognized context of shortage of professionals," the signatory organizations state.

The SCS and the unions of the Sectoral Table assure that "the Preliminary Draft Law presented does not meet the expectations announced to the professional groups nor has it received the support of the health services" and could mean the "beginning of labor conflict by the statutory personnel, who have not participated in the negotiation or in the drafting of the proposed document". All of this also affects patients, since the conflicts are being borne by the health services, which negatively affects the quality of health care.

For all the above, the signatories of this document request the withdrawal of the text presented as a Preliminary Draft Law of the Framework Statute of the statutory personnel, as well as the initiation of the necessary steps to develop a new proposal, made jointly with the health services.
