The project of the company Lanzagrava S.L and Instalaciones eléctricas conejeras is emerging as the winner of the public tender to undertake the Integral Neighborhood Plan of Arrecife. The offer of these firms has obtained a higher score than the one that, in principle, was postulated as the winner, that is, Fomento Construcciones y Contratas-Torrescl S.L.
The public tender called by the Arrecife City Council is divided into four evaluation categories. Thus, the execution time, the price, the guarantee period are separated and, finally, a qualitative assessment of the projects is carried out. In this sense, Lanzagrava won in all these sections except the last one, whose maximum score was taken by FCC Construcción, although only with one point difference.
The tender to carry out the Arrecife Neighborhood Plan had a limit amount of 11.7 million euros. Lanzagrava presented a project worth 9,418,500, while the initiative of FCC contemplated a budget that amounted to 10,521,809 euros. Likewise, the execution time of the works that the winning firm marked was 18 months, while FCC Construcción was going to finish the project in 20 months.
The guarantee period of the Arrecife Neighborhood Plan is the section in which both companies have differed the most, since Lanzagrava contemplates a guarantee period of 72 months, while FCC Construcción places this time in 36 months.
Qualitative assessment
The only category in which FCC Construcción has been the winner is that of qualitatively assessing the project. "It has scored one point more than Lanzagrava in this section, which includes the quality of the work, and the technical means and material to be used for its execution", says the councilor of the Popular Party in the Arrecife City Council, Lorenzo Lemaur.
Eight companies submitted their candidacies to develop this plan but, finally, it will almost certainly be Lanzagrava, which will undertake the works. The plan includes improvements in lighting, paving, socio-cultural centers and sports facilities, among other actions.
Likewise, this program will affect the neighborhoods of La Vega, Valterra, Los Alonsos, Maneje. "We assume that the report with the winner will be released shortly, since now it is simply a matter of adding up the points, since the qualitative evaluation was done months ago", explains Lemaur.
