The Governing Council of the Cabildo of Lanzarote, chaired by Oswaldo Betancort, approved this Monday the modification of the contract signed with the company Urbaser, S.A. for the provision of the concession of the service of separate collection of light packaging and paper-cardboard waste in Lanzarote.
This important reinforcement of the service - proposed by the Waste Area directed by Councilor Domingo Cejas - includes the incorporation of three new drivers, six collection workers and two trucks side-loading collectors, which will allow to increase the collection frequencies, improve the cleaning and maintenance tasks, and enable new container locations to facilitate the separation at source.
The cost of this improvement amounts to 894,447.56 euros (835,932.30 euros plus IGIC), fully financed with the Cabildo's own resources, without any additional cost for the seven municipalities of the island. The Institution thus assumes 66.64% of the total cost of the service, compared to the 40% it had been covering, proportionally reducing the municipal contribution to 33.36%.
“The Cabildo of Lanzarote is here to solve the real problems of citizens, such as this clear imbalance between services and population caused by an absolutely lost previous Legislature,” stressed President Oswaldo Betancort.
For his part, the Minister of Waste, Domingo Cejas, highlighted that “the measure will allow to optimize and expand the service, adjusting it to the current needs of Lanzarote, which have seen its population and logistical complexity grow without essential public services having evolved at the same rate in recent years.”
A structural improvement, not improvised
The modification of the contract, formalized in May 2018 for a duration of eight years, responds to criteria of public interest, and has all the favorable technical, legal, economic and intervention reports.
The awarded company, Urbaser, expressed its formal willingness to assume the changes through a letter dated May 15, 2025. Specifically, the Cabildo will make the investment in two annuities: 363,315.26 euros in 2025, already budgeted; and 531,132.30 euros in 2026.
The improvement also includes an additional guarantee by the awarded company, for a value of 83,593.23 euros, which will be deposited as a guarantee or deducted from the first payment.
Strengthening selective collection
To date, the provision of the selective collection service has been structured in 11 drivers, 6 laborers, a technician and an environmental educator, along with a fleet of 13 specialized vehicles.
With this modification, the Corporation chaired by Oswaldo Betancort "takes a further step towards efficiency, sustainability and improvement of the urban and rural environment of the island; a step that will be administratively based on the technical specifications that will structure the next tender for the separate collection service for light packaging and paper-cardboard waste planned for the year 2026", they conclude from the institution.
