"In the catalog of job positions in Arrecife, no head positions are created à la carte for anyone." This is how the Councilor for Human Resources and Internal Affairs, Ángeles García, responded to the criticisms of Andrés Ginés González, representative of the workers for UGT, who assured that the Councilor for Social Services, Ascensión Toledo, "had created a head position for when she stops being a politician."
García has acknowledged that a series of head positions have been determined in Social Services, "respecting the organization that exists now," for which provisional appointments will have to be made. "In the case of this councilor, she has been an employee of the City Council for years. When she rejoins the area of Social Services, it will be the governing group that is in place at that time who can appoint her provisionally to a head position or not," said the Councilor for Human Resources.
However, when the procedures are opened to definitively provide these positions with personnel, Councilor Ascensión Toledo will have the opportunity to "apply for the tests if she wishes." "Head positions are not created à la carte, because they are recognized in the structure itself and in how the area of Social Services has been functioning," defended Ángeles García, in response to the criticisms and "suspicions" shown by the representative of the workers for UGT.
García has insisted that this catalog of job positions is a "first step" to reach a Job Position List (RPT). "The catalog has a provisional character and as such it is recognized by the governing group itself. It is open to improvement and dialogue with workers and union forces," she stated.
The councilor has acknowledged that the City Council had an RPT that was taken to the plenary session in 2008, but "it was not published and, therefore, could not be approved with all the force of the Law." When Ángeles García assumed this position in the City Council, that RPT "was absolutely questioned by the workers and by the union forces and there were outdated elements."
Faced with this situation, García has defended that the governing group wanted to take at least "the first step to reach the RPT," which is by approving in an "initial" way the catalog of job positions. The councilor has denied that the document is "imposed" by CC and PSOE and has assured that there have been "approaches with the union forces from the first minute."
"At no time has the path of dialogue or the power to negotiate been closed. The approaches were taking place and will continue to take place if the union forces wish. I have no inconvenience, because I understand that the more consensus a catalog of job positions has, the better," García insisted.
She has even stated that "the intention to assume allegations or suggestions" from workers and unions has been expressed, so she has denied that it is an imposed catalog, as Andrés Ginés González assured.
