The Local Security Board of Teguise, which was held at the Spínola Palace, joined the "Protocol of Collaboration and Coordination between the State Security Forces and Corps and the Local Police Corps for the protection of victims of domestic and gender violence." The Councilor for the Women's Area in the Teguise City Council, Marisol Armas, the councilor in charge of executing this project, has announced that the Police Coordination Table has already been officially constituted, which is entrusted with the development of the document that establishes the collaboration and coordination procedures in cases of gender violence in the municipality.
This table is composed of the Civil Guard; Local Police of Teguise, Cabildo of Lanzarote, Insular Directorate of the A.G.E. in Lanzarote, Unit against Violence against Women, Judicial Police of Costa Teguise, Social Services of the Teguise City Council and a social worker from Women and Equality of the Consistory.
"The content and practice of this document were already being carried out between all the parties involved. The signing of this agreement is only the officialization of the protocol," the councilor stressed.
The signing of this project was carried out by the mayor of Teguise, Oswaldo Betancort, and the insular director of the General State Administration, Orlando Suárez. The Cabildo of Lanzarote is also part of the agreement, which will send the document signed by the Councilor for Social Welfare of the Cabildo, Marci Acuña, over the next few days.
The protocol
At the Security Board, it was explained that the regulations are based on Organic Law 1/2004, of December 28, which contemplates Comprehensive Protection Measures against Gender Violence. This protocol has among its guiding principles the duty of all public authorities to coordinate the resources and instruments available to ensure the prevention of events in this area, and where appropriate, the appropriate sanction for those responsible for them.
The purpose of this document is to comply with the basic criteria of collaboration and coordination to guarantee the effective compliance with judicial protection measures for victims of gender violence.
It also establishes how collaboration between the State Security Forces and Corps and the Local Police Corps should be carried out. "Coordination that will always have the criterion of providing victims with a police response of the greatest speed, efficiency and sensitivity, in situations of risk," they indicate from the City Council. In addition, the ways in which victims should be helped and informed are determined, as well as their children.
Respectful and preferential treatment
It also contemplates, among the procedures, the action of the personnel of the Civil Guard and the Local Police before a victim of gender violence. This operation will be carried out taking into account the special emotional state in which the victim and children accompanying her find themselves, receiving especially respectful and preferential treatment, in attention to their personal circumstances.
The Equality Service, attached to the Social Welfare Area of the Cabildo of Lanzarote, will facilitate the assistance and social protection measures made available to users residing in the municipality, providing the necessary information to the Civil Guard for police monitoring and to the Department of Women and Equality, for monitoring or as determined in the case, with prior authorization from the user.
