A technical report from the Teguise City Council points out that schools, sports centers and other municipal facilities "do not have a perfect hygienic-sanitary state" because "the cleaning methods and frequencies" included in the contract with the awarded company are being breached. In addition, it states that the service workers are not receiving their payroll payments in a timely manner.

Thus, in an email sent to the clubs in the municipality, the Sports Area of the Teguise City Council has asked the sports clubs in the municipality to "collaborate as much as possible" so that the facilities remain clean due to problems with the company Aema Hispánica SL, in charge of the municipal cleaning service of Teguise since July of this year.

In a report signed by a municipal environmental technician, it is stated that the workers of the contractor Aema Hispánica SL have reported to the City Council on up to four occasions that they had not received their "different payrolls in the established times".

The first complaint occurred in July itself and was repeated in August and October and "suffering in some cases delays of more than a month."

The aforementioned document exposes the "lack of material such as toilet paper, as well as cleaning products in numerous dependencies, being facilitated on occasions by the City Council itself in order to avoid greater damages." Thus, it also points out that "the presence of personnel in the facilities without performing the tasks entrusted in the established schedules has been verified, stating that they will not clean beyond changing bins for not having received their salary in the agreed times".

The report indicates that the company has not delivered the book of actions. In addition to the fact that "the hours invoiced in the month of September do not coincide with those effectively carried out and verified with the presence control formulated by the municipal governor."

Thus, the document indicates that "all these circumstances are causing serious damage to municipal interests and to the citizens who use public services" and supports that "the penalties included in contractual documents of the cleaning service of various facilities and equipment of the Teguise City Council be imposed".
