The counselor of the Mixed Group in the Insular Council of Lanzarote, Óscar Noda, has presented a motion to debate in the next Plenary of the Insular Council of Lanzarote in which he proposes to urge the Government of Spain the **elimination of the replacement tax** through the figure of the Royal Decree Law so that **Local Administrations can comply with their obligations to their citizens**, especially in matters relating to securityNoda considers that “this demand is already a historical requirement of all Spanish public administrations, which have requested the Government of Spain to eliminate the staff replacement rate in order to approve public employment offers that will replace the employment lost since 2009”.Noda adds that there are numerous "administrations that have done so, the city councils of Santa Cruz de Tenerife, Madrid, Huesca, Puerto Real, the Valencian Generalitat, the Valencian Federation of Municipalities and Provinces, even the Spanish Federation of Municipalities and Provinces (FEMP)", highlighting that, among them, "administrations of all signs and political colors are represented".Óscar Noda recalls that "national regulation is the rate of staff replacement is an instrument that serves as a corrector of the increase in personnel in administrations and that sets the ratio of the number of permanent staff that can be incorporated into them in each budgetary year, based on the departures and arrivals of employees in such categories produced the previous year" and that this containment strategy "was born as a result of a specific issue, the economic and financial crisis that occurred in Spain from 2008 onwards and the need to adjust public spending to control the deficit"Currently," he continues, "our economic situation is nowhere near what was shown in the aforementioned year and, therefore, the FEMP itself has been demanding since 2017 that the Government take measures to **recover the 100,000 jobs lost** in local administrations during the crisis years."Noda places attention on "a problem that is especially sensitive in a sector of public administration, basic for guaranteeing social peace and citizen security, the service provided by the Local Police which is of a mandatory and essential nature. Undoubtedly".The councilor continues saying that "it is a matter of general interest and demands an urgent solution since this issue affects the normal development of administrations, especially the functions of the Local Police, which, evidently, impacts the normal functioning of municipalities and the entire State, in addition to having a clear reflection on the health and physical and psychological well-being of the Local Police itself as a consequence of the population it protects, since our respective populations have grown considerably in recent years," concludes Óscar Noda.
