CXH denounces "irregularities" in the awarding of the Haría cleaning service contract

Compromiso por Haría (CXH) denounces "serious irregularities" and asks that "all acts ordered by the Mayor be declared null and void because he is an incompetent body in the contracting procedure carried out to award the cleaning service contract for municipal infrastructures and roads in the municipality of Haría." However, according to municipal sources, "this contract has not yet been awarded."

CXH states that "the mayor evaded the Law by unilaterally assuming and awarding a contract worth 1,402,141.60 euros, an amount that exceeds 10% of the ordinary resources of the City Council's budget and whose competence for this particular case corresponds exclusively to the Plenary as the Contracting Body."

Compromiso "notes an award process marked by opacity and violation of the regulations regarding the Public Sector Contract Law." It also considers this situation "unacceptable, an attitude that flagrantly violates the principles of transparency, legality and good governance that should govern the administration and public procurement. Therefore, it urges a complicit government group to immediately adopt the appropriate corrective measures."

CXH recalls that it is "only the Plenary of the City Council that has the power, once the file is completed, to approve it jointly with the expense and, once the corresponding actions have been completed, to award the contract, anything else would be against the law."

Compromiso por Haría demands "that the corresponding actions be taken back to the beginning of the procedure to safeguard and guarantee the rule and institutional law, considering the contracting with one-person decisions that border on prevarication a manifest error."

Similarly, CXH "regrets the resurgence of bad practices within a headless government group, with few political initiatives, no capacity to manage public affairs and ability to solve the problems of a municipality in need."
