Citizen Alternative 25-M has filed an appeal for reconsideration against the appointment of Marcos Antonio Bergaz as Island Director of Employment, European Affairs, Transportation and Data Centers on March 23, because it considers that this designation does not adhere to the requirements formulated in article 130 of Law 7/1985, of April 2, on Local Government Regulations.
According to Citizen Alternative "this article establishes that "the appointment of general coordinators and general directors must be made from career civil servants of the State" and in the event that the candidate is not, the election must be based "with justification and in accordance with criteria of professional competence and experience in the performance of positions of responsibility in public or private management".
AC25-M is not aware that Marcos Bergaz Villalba meets the condition of civil servant and neither that he has experience in a similar position. Rather, it fears that the appointment of public positions is being used to place people linked to political parties and not to effectively choose professionals who have the required experience and training. Furthermore, in his appointment, the exact determination of the scope of competence he will enjoy within his areas has not been established.
Citizen Alternative adds that "the other two island directors appointed previously did not meet the established requirements either. Soon, a motion will be requested for their dismissal and the appointment of civil servants with the necessary experience in those management positions".
Salary reduction
On the other hand, taking into account the 5% reduction that the Government of the Canary Islands will apply to the salaries of public workers and the extension of the measure to the civil servants of the Cabildo, AC25M considers that the appointment of new positions is contrary to these savings measures.
