The Canary Institute of Public Administration (ICAP) has delivered a training program on inter-administrative relations and agreements to technicians from the Cabildo and Lanzarote town councils this Thursday, as part of the I Local Administration Conference that is touring the Archipelago.
This event, organized in collaboration with the Ministry of the Presidency, Public Administrations, Justice and Security, headed by Nieves Lady Barreto, offers local public employees a practical and up-to-date program. Furthermore, it drives modernization and innovation with the incorporation of digital tools, new work methodologies, and participatory approaches from citizens.
At the inaugural event, the director of ICAP, Pino de León, highlighted that the Canary Islands Government intends to territorialize training to reach each island in person. "During this session, we will analyze relevant issues for local administration, such as inter-administrative relations and collective agreements," she explained. De León expressed her conviction of the success of this initiative, which was inaugurated in La Palma, because it will bring quality training closer to all public personnel.
During the meeting, Javier Aytami García, head of the Administrative Service of the Vice-Ministry of Economic and Social Recovery of La Palma, gave a presentation titled 'Commissions to own personalized means as a case of vertical cooperation between entities belonging to the public sector'. Subsequently, Israel Expósito, coordinator of the event, analyzed some problems in the use of agreements as a technique for inter-administrative cooperation from a local perspective.
Likewise, Elena Fernández, head of the General Affairs and Contracting Service of the Government of the Canary Islands, addressed the differences between agreements and minor contracts. To conclude, Luis Fajardo, a contracted doctor professor of Civil Law, discussed agreements in relation to ICT management and electronic administration.
The training sessions will continue to be held next Tuesday, November 11, in Gran Canaria, to address human resources; and on November 13, in Fuerteventura, where public integrity and management will be discussed; in La Gomera, on November 19, administrative procedures will be analyzed; and in Tenerife, on November 20, local finance. The cycle will conclude in El Hierro, on November 24, with a session focused on subsidies.
