The Governing Council has approved a decree law that rationalizes Public Employment and that foresees, among other things, collaboration with the town councils for shared employment lists and that the Executive can assume the selection processes of personnel in municipalities of less than 5,000 inhabitants.
This regulation allows adopting urgent and necessary measures that provide a solution to current problems and speed up improvements in the Public Function, while the new Public Employment law of the Canary Islands is being processed in Parliament.
The decree law proposes solutions to current problems in the selection of personnel of new public employees, employment lists, temporary public employment and the management of human resources.
Among the general objectives contemplated in the decree law is the optimization of the execution times of the selection processes, allowing a faster provision of positions with newly hired personnel, in addition to improving the content of the selection processes for future generations of public employees.
It also stimulates existing human capital by promoting internal promotion, favoring access to levels of greater responsibility as an essential part of their professional career.
Among other aspects, employment lists are constituted and managed for the appointment of temporary personnel in a way that guarantees to a greater extent merit and capacity, as well as to manage calls and appointments more efficiently and agilely, reducing the time it takes to cover urgent needs.
The decree law adopts measures that guarantee the reduction of temporality both in the number of times this measure is used and the time it is prolonged, thus avoiding incurring in abuse of temporality.
The regulation also contemplates specific human resources management measures that allow for more efficient action in accordance with the needs of the administration, overcoming regulations that have become obsolete and are counterproductive.
