The obligation to reform 40% of elevators begins with costs of up to 30,000 euros

The new safety regulations for elevators come into effect on July 1, which will mean an expense of more than 700 million euros throughout Spain.

Many residents of residential buildings in Lanzarote have already been informed in one of the last neighborhood meetings, of the new fee that they will have to face to pay for the security improvements in their elevator, according to the new regulations.

In July, the new elevator review standard comes into effect, which will affect one in four elevators in Spain. The Government estimates that the planned improvements for the entire existing elevator fleet in Spain will cost 708 million euros to implement in the next 7 years.

At the end of 2019, more than one million lifting devices were registered in Spain. Of these, around 400,000 have been in service for more than 30 years today. This entire panorama requires the adaptation of the current regulations regarding industrial safety of elevators.

Javier de Pedro, Marketing Manager of the elevator company Duplex, explained to EFE that the reforms that will have to be undertaken will have costs of between 800 and 30,000 euros in the most complex cases.

The Council of Ministers approved the Complementary Technical Instruction ITC relating to the commissioning, modification, maintenance and inspection of elevators at the beginning of April, two weeks later it was published in the Official State Gazette (BOE) and will come into effect on July 1.

For the commissioning of the elevators, the owner or representative will present the following documentation to the competent body of the autonomous community: technical sheet of the installation, EC declaration of conformity, operating manual, maintenance contract and favorable initial inspection certificate.

The standard defines the responsibilities of the installation owner and the maintenance companies. The inspections may be: initial, periodic, after modification or after an accident.

The periodic inspections will be every 2 years for industrial buildings or public attendance, every 4 years for residential buildings with more than 20 homes or more than 4 floors; and the rest every 6 years. The typology of defects (minor, serious, very serious) and their consequences are detailed (the elevator may be out of service until the defect is corrected).

The standard also includes a series of improvements to be implemented throughout the elevator fleet, granting a period of seven years for the progressive adaptation of the fleet.
