The Trade Union Section of the UGT in the Arrecife City Council has presented allegations to the General Budget of the Consistory for 2017, as it announced last April, pointing out that "it is a poorly elaborated budget" and due to the fact that the negotiation table with public employees was not convened to discuss the elaboration of chapter 1 of the budget, in which matters related to the Consistory's staff are dealt with.
The union has explained, in relation to the first of the issues that have led it to present the allegations, that "the remunerations reflected from the first to the last public employee of the Arrecife City Council are wrong, contrary to what was stated in the Plenary session of initial approval held on May 10, neither the staff is the same as last year, nor the remunerations are the same". "It is only necessary to consult the budgets on the Arrecife City Council website for 2016 and 2017, to realize how poorly elaborated they are," they added.
Regarding the second reason, from UGT they have pointed out that "it is related to the non-convening of the mandatory negotiation table of the public employees of the Arrecife City Council to discuss the elaboration of chapter I of the General Budget of the Honorable Arrecife City Council for the 2017 fiscal year". Given this situation, the Trade Union Section of the UGT in the Arrecife City Council has requested "the withdrawal of Chapter I of the General Budget of this City Council for the year 2017, a new drafting and elaboration and its corresponding convening of the General Negotiation Table of the Public Employees of the Arrecife City Council".
"The situation in Human Resources is inadmissible"
On the other hand, UGT has denounced that "while the public employees of the Arrecife City Council are sidelined and not valued or provided with the necessary means to carry out their work or the means of prevention of occupational hazards are not provided, the 12 advisors are assigned a productivity supplement and the salary is increased by €103,080.14, for 2017 according to the Municipal Budgets, which represents 29.46% more than in 2016". "We also believe that the payment of seniority bonuses to members of government bodies is not justified," they pointed out.
From the Trade Union Section of the UGT in the Arrecife City Council they have stated that "the situation that occurs in certain departments, especially in Human Resources, where the position of Head of Human Resources has not been filled and it has been going on for three months, is absolutely inadmissible". Likewise, in its writing the union has denounced "the lack of security, with theft of employees' belongings occurring in the municipal premises themselves, the paralysis of services such as traffic, lighting, youth; the non-existent risk prevention measures for home help assistants, which has been denounced in the Labor Inspectorate; and the situation of labor conflict in the Culture department, which has also led to a complaint to the Labor Inspectorate for the alleged commission of a crime of workplace harassment".
They ask Eva de Anta "not to continue enlarging the problems with her silence"
"We give our support, show our solidarity and make our legal office available to all municipal employees who suffer the situations of exclusion, lack of security, lack of means of work and prevention of occupational hazards," they have stated from the union. Likewise, it has made "a call to the councilors belonging to the Government Group of the PSOE, CC and the PIL to understand, once and for all, that public workers owe themselves to the administration and to the citizens, and that they are not employees of a political party or a certain councilor"
"We understand and advocate quality public services, accessible and that respond effectively to the needs of people," they have pointed out, adding that they denounce, in this sense, "the precariousness and malfunction of some municipal services due to the conditions in which public employees perform their work". Likewise, they have pointed out "the exclusion of public workers who in some cases have been serving the administration for more than thirty years, based on hiring people external to the Arrecife City Council so that, for example, they can start the House of Culture, when that is a competence that can be perfectly carried out by the public employees attached to the Department of Culture, with the consequent economic savings for the Arrecife City Council". "Measures like this contract can serve to please other entities or societies dedicated to things that are not precisely Culture, or they hide the privatization of municipal services, services that belong to everyone, so that they pass into the hands of a few and do their particular business," they have pointed out from the Trade Union Section of UGT in the capital's Consistory.
The union has also made "a call to the mayor, Eva de Anta, the Councilor for Finance, Samuel Lemes, and the Councilor for Human Resources, Jimena Álvarez, so that they do not continue enlarging the problems with their silence, with improvisations, with the lack of initiative and planning of the Human Resources of the Arrecife City Council; that they do not continue with the lack of transparency in the management of the Municipal Budgets for 2017; that they do not continue without giving a solution to the unfair and desperate situations for municipal workers, such as those that occur in Social Services, Culture, Works and Services, Health, Youth and Sports, Municipal Buses, Intervention, Collection, Secretariat".
